Responsibilities
Support the Advanced Requirements Division of Surface Maintenance Engineering Planning Program (SURFMEPP).
Manages technical support provided to the Engineering Department with specific focus on processes and products associated with the maintenance of the Master Specification Catalog, validation of CMP task cost estimates, and post depot availability execution fiscal analysis. Monitors contractor resource capacity and existing work load; schedules work flow and establishes sequences for all assigned tasks. Identifies and applies additional resources to mitigate issues that may negatively impact SURFMEPP ability to continuously maintain cost engineering products. Monitors performance measurements, by project and tasking, to maintain product quality control. Promotes continuous quality improvement and efficiency of technical support services provided. Position requires a thorough understanding of the U. S. Navy surface ship maintenance and modernization end to end process, the JFMM depot level planning and estimating processes, use of the NMD, use of the Maintenance Requirements System, and use of the VSB automated information system.

Qualifications
Bachelor of Science or Arts degree with a minimum of five years of experience in U.S. Navy ship depot level maintenance planning functions or seven to nine years progressive direct experience related to U.S. Navy surface ship operations or maintenance planning and execution. Preferred experience includes management or supervisory roles at a Supervisor of Shipbuilding, Repair, and Conversion command, Regional Maintenance Center, U.S. Navy Central Planning Activity, U.S. Navy Planning Yard Activity, or a Planning for Engineering and Repair Activity. Experience as a Naval Supervising Authority Project Manager or a U.S. Navy Port Engineer is also preferred.

Requires a minimum of 15 total years of related professional experience in DoD/Navy acquisition processes, in DoD/Navy program management, industry or Government technical management, or industry or Government business management. Advanced knowledge, skills and abilities in the conceptualization, initiation, design, development, test, contracting, production, deployment, logistical support, modification, and disposal of weapons and other systems, supplies, or services (including construction) to satisfy DoD needs, intended for use in or in support of military missions. Management role in a defense acquisition or life cycle support program. Execute duties guided by DoD Issuances governing acquisition programs, and/or Navy Issuances governing life cycle support programs, including maintenance and modernization. Previous ACAT program experience is desired. Responsible for the successful technical, schedule and cost performance of a major program or multiple programs through subordinate P rogram/Project Managers/Task Manager in accordance with contract requirements and company policies, procedures and guidelines. Provides executive strategic communications support for both internal and external customers. Demonstrated ability to lead a team is required.
Position requires a working level knowledge of NMD, VSB and M&SWP automated information systems. A minimum of 5 years supervisory experience is desired. Proficient in Microsoft Office applications.
A Security Clearance is required. U.S. Citizenship required.
