Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Intelligence and Security Command, Stable Shadow Program with duties in Afghanistan.

Responsibilities
Remains current and up to date on all applicable national and command foreign disclosure policies. Performs baseline foreign disclosure training for all assigned personnel. Keeps unit FDRs updated on changes to unit and national foreign disclosure policies. Assists in the establishment and oversight of any enhanced access personnel in accordance with Theater enhanced access policy. Assists in the validation of the classification of suspect information placed on improper systems.

This position is designated as emergency-essential (E-E). This position cannot be vacated during a national emergency or mobilization. Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Appointment may require a suitability/fitness determination. Must be able to obtain and maintain a Top-Secret security clearance based on a Singlescope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI). In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. Must sign and comply with the provisions of a mobility agreement. Will be required to comply with the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968. A medical examination and immunization screening is required. Position may require employee to wear uniform and/or protective clothing. Will be expected to live in field conditions. May be required to work irregular shifts/hours.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience is defined as: one year of progressively responsible experience equivalent to the GG/GS-11 grade level in the Federal service which includes experience in: Managing a Physical, Personnel and Antiterrorist/Force Protection Security Program.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Note: Creditable experience may include military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GG/GS-12).

Direct Deposit of Pay is required. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. Must be able to obtain and maintain a TS/SCI security clearance. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Program (CP) 35 - Intelligence/Security position. TERM: This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to a maximum of five years. This position may be converted to permanent without further competition after completion of two years of continuous service in this position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.
