Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Enterprise Operations Directorate, Security Division, Charlottesville, VA 22911.

Responsibilities
Serves as Senior Personnel Security Specialist in the Command Security Office at the National Ground Intelligence Center (NGIC). Manages the Command Personnel Security Program and makes, reviews, and coordinates program decisions in support of multi-discipline intelligence programs. Makes personnel security decisions to enforce DoD, Army and INSCOM policies. Provides authoritative advice and assistance to senior leaders as well as management and supervisory officials on complex personnel security policies and procedures. Manages the Center's polygraph program in support of Special Access Programs and the Command's Visitor Control Program. Responsible for all Personnel Security reporting requirements for individual employees as well as scheduled reporting to command and higher headquarters. Provides technical and administrative supervision to subordinates.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI). In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. Temporary Duty (TDY) travel may be required, up to 25% of the time. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. This position has been identified for the Security Professional Education Development (SPeD) Certification Program and requires the incumbent to obtain SPeD certification within their first two years of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience which includes the development, planning, oversight, administration, management, implementation, and enforcement of Personnel Security (PERSEC).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Direct Deposit of Pay is required. Two year trial/probationary period may be required. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Instruction 3305.13.
