About the Position:
This is a Tier 1 position. Salary for Tier 1 positions in Army is normally between $172,500 and $181,500. Pay is set based on consideration of selectee's current salary and other factors.

This is a Defense Civilian Intelligence Personnel System (DCIPS) position. The incumbent is a member of the Defense Intelligence Senior Level (DISL) program.

Responsibilities
Serves as the Senior Advisor for Open Source Intelligence (OSINT) to the Director of Operations, INSCOM Commanding General and staff, on OSINT matters focused on direct interaction with subordinate units of INSCOM, Army Service Component Commands (ASCC), and Combatant Commands. Assists in providing expert advice on all Army associated tasks at the operational and tactical level regarding the development of OSINT capabilities, doctrine, Tactics, Techniques and Procedures (TTPs) and best practices regarding open source intelligence and related fields. This includes document and media exploitation, social media, analysis, fusion of OSINT with other intelligence disciplines, and the Tasking, Collection, Processing, Exploitation, and Dissemination process. All operational and tactical level Army OSINT account access to provisioned capabilities including but not limited to managed attribution, collection requirements management and OSINT collection/ processing capabilities; as well as operational level Army capabilities to test, evaluate, validate and procure potential open source technologies for operational use. Serves as lead for the continued development and integration of OSINT into Army Foundry functional areas and platforms; as the subject matter expert for OSINT training; OSINT doctrine and all associated strategic plans. Includes coordination of the efforts with the Training and Doctrine Command (TRADOC), the Army Intelligence Center and School (USAIC&S), as well as Department of the Army G2 (DAG2); and the development and employment of Army OSINT capabilities within conventional and designated Army Special Operations Forces. Specific assistance is needed for the rapid build-out of OSINT requirements and related intelligence capabilities. This position requires extensive expert knowledge and understanding of the nature of intelligence missions, programs, processes and the interrelationships among them; expert knowledge of national-to-tactical operations. Requires comprehensive knowledge of the operational Planning, Programming, Budgeting, and Execution (PPBE); and knowledge of technical insertion actions into the Army's Program Executive Officer, Program Manager, and Army Capabilities Management channels.

Qualifications
Applicants must address the Mandatory Technical Qualification factor (two pages maximum) and the Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) Standard (one page maximum per SOCQ competency). Failure to meet or address the mandatory Technical Qualification and the Intelligence Community Senior Officer Core Qualification Standard automatically disqualifies an applicant from consideration: MANDATORY JOB-RELATED RATING FACTORS:

Technical Qualification - Mandatory
Provide the demonstrated Open Source Intelligence (OSINT) and related fields to include document and media exploitation, social media, analysis, fusion of OSINT with other intelligence disciplines, and the Tasking, Collection, Processing, Exploitation, and Dissemination intelligence process. Comprehensive understanding of community collection requirements process and the OSCAR-MS (open source collection and acquisition management system) tool. Possess broad knowledge of Army, Joint, DoD, or Intelligence Community technology related requirements management processes and procedures for capabilities development and integration through demonstrated experience in Requirements Management and Capabilities Integration and/or project management experience at Army level, including collaboration with DoD and Intelligence Community on enterprise level projects

Intelligence Community Senior Office Core Qualification Standard-Mandatory
Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) - Leading the Intelligence Enterprise: Required for all senior executive positions effective 1 October 2010. This SOCQ involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission results. Inherent to this Standard is a deep understanding of the Intelligence enterprise (or other comparable interagency or multi-organizational environment) and a shared commitment to the IC's core values. (Include a separate attachment one page maximum per competency).

(1) Collaboration and Integration: IC Senior Officers have a responsibility to share information and knowledge to achieve results, in that regard are expected to build effective networks and alliances; actively engage these peers and stakeholders; involve them in key decision; and effectively leverage these networks to achieve significant results. Senior officers are expected to create an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view.

Candidates assessed against this competency must:

a. Build, leverage, and lead collaborative networks with key peers and stakeholders across the IC and/or other government/private-sector organizations, or professional/technical disciplines to achieve significant joint/multi-agency mission outcomes.

b. Integrate joint/multi-agency activities effectively exercising collaborative plans that realize mutual IC, joint, or multi-organizational goals.

(2) Enterprise Focus: IC Senior officers are expected to demonstrate a deep understanding of how the missions, structures, leaders, and cultures of the various IC components interact and connect; synthesize resources, information and other inputs to effectively integrate and align component, IC, and the United States Government interests and activities to achieve IC-wide, national, and international priorities. Senior officers are expected to encourage and support Joint Duty assignments and developmental experiences that develop and reinforce enterprise focus among their subordinates.

Drug Testing: This is a Testing Designated Position (TDP). The incumbent must successfully pass a urinalysis test before entering this position and reasonably thereafter.
