Job Description:

Panum is looking to hire a Precision Fires Instructor Writers/Target Material Production Instructor Writers. The position is based in Fort Sill, OK., for Marton Technologies, a member of the Panum Group of companies.

Summary

This is a full time position in Fort Sill, OK. This Period of Performance is a Phase in period of 30 days, base period of 11 months and 4 option years. The U. S. Army Fires Center of Excellence and Fort Sill (USAFCOEFS), Fort Sill, OK, has a requirement to provide resident and mobile training team Precision Fires instruction to U.S. multi-service students. This includes military and civilian personnel; as well as Department of Defense Contractors. The Contractor shall provide the following services: maintain and update Precision Fires training materials and provide instruction of Precision Fires institutional training. The contractor shall maintain, update and deliver training in accordance with (IAW) FCoE training tasks assigned by the Army Multi-Domain Targeting Center (AMTC). The Contractor shall conduct analysis, perform studies, design and develop institutional/unit training strategies for the Government. In addition, the contractor shall design, maintain the Precision Fires Program of Instruction (POI).

Required Skills and Experience
The experience and background required dictates senior and well-rounded instructors with prior certifications and a minimum of 1 year experience in TMO, Weaponeering, CDE and TMP tactics, techniques, and procedures. New hires shall meet the 1 year minimum. All instructor(s) shall meet the minimum requirements listed below prior to award of task order. These are considered the Instructor Qualification Requirements.
Instructors shall be able to demonstrate all required currency requirements for Target Mensuration Only (TMO), Weaponeering (WPN), Collateral Damage Estimation (CDE) and Target Material Production (TMP), based on validated tools and processes to which they are trained.
Instructors shall demonstrate a conceptual understanding of the fundamentals and the principles as it applies to TMO, Weaponeering, CDE and TMP.
TMO instructors shall have passed the TMO course as an Analyst and scored at least a 90% in the fundamentals portion and a 90% or higher in each of the TMO tool examinations.
CDE instructors shall have passed the basic CDE course and score a 90% on the examination.
Weaponeering instructors shall have passed the Weaponeering course and scored at least a 90% on the examination.
TMP instructors shall have passed the Air Force’s Precise Point Positioning Program (AFP4) or other service equivalent course and have experience conducting TMP in an operational environment or Target Work Center. The Government will determine if a service equivalent course proposed is acceptable.
Instructors shall have past assignments with two (2) years’ experience joint targeting, fires, and effects with experience in producing target materials:
Basic target development
Intermediate target development
Use of Modernized Integrated Database (MIDB) through the Joint Targeting
Toolbox (JTT) and National Production Workshop (NPW).
Joint targeting
Fires
Operations
Intelligence
Command and control
Instructors shall have experience in the steps and procedures of Army targeting methodology of:
Decide, Detect, Deliver, Assess (D3A)
Joint targeting cycle
Dynamic targeting cycle of Find, Fix, Track, Target, Engage, Assess (F2T2EA)
High Value Individual targeting
Phase I Instructor ‘Qualification” options for contractors include: attendance of a FSDD Phase I “Qualification Course” or documentation of current “Qualification” course certificate.
Upon successful completion of Phase I, Contractors must then complete Phases II and III for the POI or course they are certifying, following the same certification process and standards as military and DA civilian instructors.
Desired Skills or Experiences: College Degree and one (1) year experience working in a military training environment

Education: Technical Instructors/Course Developers (1 Precision Fires and 1 TMP) in support of this requirement. Technical Instructor/Course development personnel shall have the following minimum qualifications: a B.S. in Education, or a Bachelor’s Degree and 1 year experience working in military or civilian institutional training development and completion of a Senior Leaders Course for prior enlisted, Warrant Officer Advance Course for prior warrants and Intermediate Level Education for prior officers. Technical Instructor/Course development personnel shall be Instructor certified.
