Job Description:

Panum is looking for an FOIA Specialist. The FOIA Specialist is responsible for providing FOIA support services for The United States Agency for International Development (USAID). The FOIA specialist will be responsible for processing Freedom of information Act (FOIA) / Privacy Act (PA) access requests for records throughout the entire life-cycle in accordance with the provisions of the FOIA and PA.

The contractor will conduct independent analysis and apply FOIA and PA exemptions and/or exclusions as appropriate. The FOIA specialist should have experience applying the following exemptions: Exemptions 4; 5; 6; and 7.

Specific tasks may include, but not limited to:

Review, analyze, and perfect FOIA requests; contact the requester either by phone, email or mail for clarifications about the request. If necessary, provide the requester with explanations concerning the timeline, availability, format, and content of the requested documentation/information.
Based on the requester's stated need, the contractor will be responsible for tasking and obtaining the requested documentation from the appropriate USAID unit(s); provide those units with complete and clear instructions on what is required and how to formulate release recommendations and justifications for withholding of information in accordance with USAID policy and procedures.
Send reminders to USAID offices that are late in responding to search action requests.
In the searches conducted by the action offices, provide progress reports to the requester and document the administrative the file to this effect
When necessary, prepare and send "submitter notifications" to submitters and requests the submitters adequately articulate arguments related to the withholding of potentially confidential financial/commercial information; analyzes the submitters recommended redactions for consistency with USAID's regulation, policies, and practices. When unable to uphold the submitter's withholding arguments, prepare a notification to the submitter advising of the Agency's varied determination and intent to release the information. The notification must contain the Agency's bases for releasing the information and afford the submitter 72 hours to object.
Analyze the documentation provided by the USAID offices for responsiveness and releasability. If necessary, work with the action offices and/or USAID's Office of the General Counsel (GC) to determine the detrimental effects (i.e., foreseeable harm) of releasing the requested documents. When actions offices request withholdings which cannot be justified and thus, upheld under the FOIA/PA, provide explanations to the actions offices on why the information must be released.
Prepare draft Agency response to the requester for a signature of the USAID FOIA Officer or her delegee. The signatory must be a federal government direct-hire employee. The response must explain which documents are being released/withheld, include page counts and asset appropriate exemptions/exclusions as appropriate.


The Contractor must:

Have a secret clearance
Have a college degree
Have at least 2 year of FOIA experience
Exhibit familiarity and competency in the use of all Microsoft Office products, including EXCEL, POWERPOINT, and WORD
