Summary
The United States Capitol Police (USCP) is a CALEA nationally-accredited, federal law enforcement agency. The USCP safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Responsibilities:

The incumbent serves as a legal expert on all matters concerning employment and labor Laws. The incumbent provides legal advice and review on a range of matters and ensures the adequacy of legal advice and services provided. The incumbent also responds to inquiries for legal research and analysis, and represents the USCP in complex employment and labor law matters.

Duties:

Serves as principal attorney in charge of extremely complex and difficult employment related legal problems that substantially broaden or could possibly restrict the activities of the USCP.
Represents the Department in external legal, legislative, and regulatory proceedings, and reports as to relevancy and impact on Department's legal position.
Reviews employment and labor law cases for the Department to conduct litigation in federal courts, to determine whether to recommend settlement, or provide defense.
Defends the USCP in arbitration, negotiability, and unfair labor practice proceedings. Represents the Department in OSHA and ADA matters before the Office of Congressional Workplace Rights.
Represents the USCP in settlement and negotiation discussions at the administrative level and assists the Employment Counsel before the trial court.
Directs and manages the mediation of complaints and other grievable conditions in situations with department-wide impact.
Conducts strategic planning, coordinates inter-agency alliances, and ensures compliance with federal regulations and other requirements.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.

Specialized Experience Statement
Qualifying experience for the CP-13/GS-15 includes (6) years of specialized experience following law school graduation relevant to the duties of this position. Specialized experience for this position is defined as experience: (a) performing professional work as a licensed attorney in a General Counsel's office of a federal or other government agency or a private sector organization with an annual operating budget of at least 25 million dollars, or in a law firm; (b) representing clients as a licensed attorney before federal or state administrative agencies and/or before United States District Courts; (c) Providing advice or counsel to clients as to employment or labor law-related issues; and (d) drafting briefs for matters before the United States District Courts, position statements setting forth a client's position to federal administrative agencies, and internal memorandum to clients providing guidance as to a specific legal issues.

Applicants must possess a professional law degree (J.D., LL.B., or LL.M.) from a law school accredited by the American Bar Association, and be an active Bar association member in good standing in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
