Duties

This position is located in the Office of the Chief Information Officer (OCIO), IT Services Development & Operation Division (SDOD), Network/Infrastructure Services Branch (NISB).

As a Senior Telecommunications Specialist (Program Manager), you will be responsible for supporting the agency telecommunication program and project activities and other operational tasks as needed. You will support activities related to the administration, control, security, use, and performance of the agency's telecommunications infrastructure and you will implement improvements and efficiencies regarding telecommunications program. You will plan, develop, and execute agency plans, policies, and programs for the engineering, acquisition, operations and maintenance of the Agency's voice, data, facsimile, wireless, and video networks, systems and facilities. You will analyze requirements and prepare specifications for voice, data, wireless, facsimile, and video telecommunications equipment and services. You will support the development of strategic and tactical plans in coordination with other OCIO and Corporate and Program staff, including the development of plans on secure telecommunications, incident response support, and national emergency level telecommunications.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal Service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as experience which includes managing the design, integration, operation, and maintenance of a telecommunications environment that supports voice, data, wireless, facsimile, and video telecommunications requirements. In addition, leads activities related to the administration, budget, control, security, use, and performance of a telecommunications infrastructure.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated experience with, and knowledge of, secure and non-secure voice and data telecommunications systems, services, and equipment. Knowledge of a wide- range of telecommunications software and equipment. Examples of the desirable tools include the following: Private Branch Exchange (PBX), Unified Communication (UC), Voice over Internet Protocol (VoIP), Integrated Services Digital Network (ISDN), Plain Old Telephone Service (POTS), video-conferencing, wide area networking technology, and wireless communications. Additionally, demonstrated experience in managing the delivery of telecommunications services and support.
2. Demonstrated knowledge of and experience in the development, implementation, and management of budget, including experience in developing and managing procurements utilizing all applicable laws and regulations related to telecommunications.
3. Demonstrated ability to effectively communicate information, ideas and advice in a clear, concise and logical manner, to both internal and external organizations.
4. Ability to establish and maintain effective working relationships with peers, supervisors, agency officials and others.
