Position Summary:
The U.S. Navy Port Engineer program has been in existence since the early 1980's. The success of the program can be attributed to the high standards and integrity the Port Engineers display to achieve material readiness within constrained funding levels. Navy Port Engineers act as the owner's representative, routinely validates shipboard conditions through personal observation and evaluation, and are intimately familiar with the operational & maintenance requirements of their assigned ships to ensure their mission readiness. Port Engineers are active leaders on a Maintenance Team responsible for one or two ships and serve as the Type Commander (TYCOM) & Commanding Officer's primary representative for all off ship maintenance and modernization. Responsibilities include managing an online database for all jobs, validating work requests, assigning preliminary estimates, planning prioritized work packages within budget & time constraints for TYCOM approval, reviewing work specifications, coordinating schedule with repair activities, overseeing repairs, and providing input for all maintenance funding decisions. Port Engineers must be physically able to enter confined spaces, climb ladders and masts aboard their assigned ships while in ports or at sea in order to validate maintenance requirements.

Essential Duties and Responsibilities

Ship Maintenance Support (Daily):
Employee shall meet with the ships' crew, department heads and commanding officer on a daily basis. Employee shall review and discuss shortfalls, implementation, problems, resources, insufficiencies, relating to the Consolidated Ships Maintenance Plan (CSMP). Employee shall recommend rewrites to Ship if content does not provide enough information to determine location or requested action. Employee shall check all off-ship maintenance 2 kilos and suggest changes to the form, in both form and substance, to make it clear what the problem is and what is required to correct the problem. Employee shall check equipment and ensure system performance and then recommend maintenance and repair actions. Employee shall provide risk assessment and prioritization on the approved TYCOM format of all on and off-ship maintenance requirements to Ships' commanding officer(s) and TYCOM desk officer. Employee shall attend weekly CASREP status meetings at applicable RMCs and provide requested status information to support maintenance planning and corrective maintenance. Employee shall attend all ship maintenance/repair and assessment events and answer questions real time on issues relating to visit logistics, maintenance scope, funding shortfalls, budgetary constraints and mission impacts.Ship Maintenance Support (Weekly, Monthly):
Employee shall develop agenda and present the Planning Board for Maintenance (PB4M) taking into consideration operational, schedule and work integration issues. Employee shall perform a weekly CSMP review and ship check, which includes applicable personal observations and discussions of all assessments, planned refurbishment, AIT visits and certification issues with the EMO. Employee shall review the entire maintenance process, emphasizing trends/issues with the 2 kilo and its preparation. It shall recommend process improvements emphasizing solutions to maintenance-related environmental, logistics, technical and engineering problems encountered in ship repair and modernization.Ship Maintenance Support (Long Term Support):
Annually employee shall provide prioritized listing for all off-ship maintenance requirements, including DFSs, CASREPs, availability routines with explanation of deferred action for the development of the Maintenance and Modernization Business Plan (MMBP. Employee shall develop recommendations for "authorized work packages" that stay within TYCOM established funding controls. Employee shall provide a Business Case Analysis (BCA) in the prescribed TYCOM format for recommending changes to the MMBP. Employee shall recommend funding shifts between CM and CNO for more efficient execution of availabilities.Required Qualifications
Bachelor's Degree in Engineering Minimum USCG Third Assistant Engineer License At least four (4) years of sailing experience in the merchant marine or 20 years of engineering experience in the Navy. Ability to obtain and maintain a SECRET clearance with the government
Security Requirements:
Applicant will be subject to a security investigation and must meet the eligibility requirements to obtain and maintain a security clearance issued by the US Government.
