Overview
EXPERIENCE QUALIFICATION: Transportation construction/maintenance work experience and basic understanding of means and methods. Experience inspecting transportation construction/maintenance work activities of the same or similar type as that of the project which the Construction Inspector I is assigned.

Responsibilities
MAIN DUTIES:
Provides on-site compliance inspection, quality assurance and progress monitoring (schedule and budget) of various transportation construction/maintenance projects for conformance to plans, contracts, specifications and standards applicable to the operations assigned. May assist or perform development of monthly payment estimates. Performs work of basic to moderate difficulty. Ensures that maintenance and new construction is completed in accordance with the contract, plans and specifications, approved shop drawings, approved material lists, and permit requirements. Performs required materials testing of construction materials including but not limited to soils, aggregate, concrete, asphalt, and pavement markings. Performs inspection of erosion and sediment controls and stormwater management practices to ensure compliance with state regulations and laws. Performs basic surveying and necessary measurements to check line, grade, and dimensions of roadway and structural elements and advises the contractor of any discrepancies. Communicates effectively and professionally with agency, contractor, and MBP team. Assists with final inspections and creation of punchlists, and helps ensure all items on the punchlist are completed or corrected by the contractor. Maintains project records including daily work reports documenting work performed by contractors including but not limited to detailed locations of work, construction workforce, equipment, and materials records, as well as project photos and inspection reports. Reports may involve incorporation of basic algebraic, geometric and trigonometric calculations and associated sketches. Reports are expected to include activities of the team member. Researches the proper inspection and construction methods to be prepared for inspection requirements. May assist in the oversight, training, and development of Construction Inspector Trainee. Inspects assigned phases of work on a project to make official contact with contractor superintendent and other representatives to ensure conformance to plans, specifications, and other contract documents. Ensures that highway work zones and traffic control setups are in accordance with current standards. Prepares and reviews daily inspector reports for preparation of entries into project diaries. Has a working knowledge of client's electronic project management software and is able to properly track, document, and log materials as well as other test reports for materials. Records or monitors recording of material received to show quantities received, used, and tested in materials notebook. Checks materials and material documents to verify that they are from the approved sources, have been tested prior to delivery to the project; or if on site routine physical test or sampling is to be performed; sends additional samples to the client or other testing laboratories for verification of results in coordination with the client's requirements and/or the Materials Engineer. May perform final review audits of project records. Provides customer services and good etiquette to the traveling public, adjacent property owners, and other project stakeholders. Performs various administrative duties required of MBP team members duties to include but not limited to: daily timesheet, monthly expense report, and monthly mileage report.ADDITIONAL DUTIES:
Obtains additional training and certifications as needed. Maintains certifications required to inspect the work for which the Inspector is responsible for monitoring. Participates in company activities, including but not limited to branch and company meetings. Assists on analytical services as assigned.

Qualifications

EDUCATION/KNOWLEDGE:
High school diploma or General Equivalency Diploma (GED). Must possess OSHA 10-hour or OSHA 30-hour certification or obtain within 3 months of hire. Working knowledge of basic mathematics including algebraic, geometric and trigonometric computations based on field measurements. Transportation construction related training and/or experience or course work in road/bridge construction, civil engineering, project management or materials, or a combination of education, training and experience that demonstrates ability to perform duties. Knowledge of materials, methods, and tools utilized in the type of transportation construction, repair, or maintenance work that the Inspector is monitoring and inspecting. Certification(s) from at least one or more of the following: Virginia Department of Transportation, Virginia Department of Environmental Quality, NICET, CMAA, NACE or MARTCP or obtain within 3 months of hire.

SKILLS AND ABILITIES:
Ability to carry out specific inspection assignments and document work progress. Ability to utilize computers and be proficient in the use of Microsoft Office applications, Email, and Internet navigation and web-based tools. Ability to learn client and MBP specific construction management information systems such as SiteManager, HICAMS, or MBP's OnTrack, etc within one month of hire. Ability to read and interpret plans and contract specifications for the type of work that the Inspector will be monitoring and inspecting. Ability to apply mathematical formulas and engineering principles to determine field adjustments. Ability to communicate inspection issues effectively and responsibly (verbally and in writing) with internal and external customers (i.e., contractors, owners, sub-consultants and fellow team members). Ability to utilize surveying and measurement tools effectively for the performance of the inspection duties assigned. May include survey levels, transits, four-foot levels, lock levels, measuring tapes, measuring wheels, straight edges and other tools as necessary. Ability to obtain and maintain industry certifications specific to duties assigned. May be responsible for the rejection of work or payment of completed work as delegated by the Project Owner. Ability to stand and sit as needed on project work sites, climb ladders, work at heights, and work outdoors in a wide range of weather conditions. Ability to safely navigate construction work sites with uneven terrain. Ability to maintain a valid driver's license with a good driving record. Ability to travel and drive regularly. Ability to work independently with minimal supervision.

GUIDANCE/RESPONSIBILITY:
Assignments are generally received from Engineers/Consultants (including Lead and Senior), Construction Inspector II, Project Inspector, Construction Manager or Project Manager. Work is supervised with opportunities to work independently. Work is expected to be progressively decrease in level of supervision required as knowledge, skills and abilities increase.
SPECIAL REQUIREMENTS:

Fingerprint-based criminal history background check, DMV driving record check, reference verification, and work history will be required prior to employment. Valid driver's license and safety shoes required.
