Overview
This is an opportunity for a challenging and rewarding experience working for NAVFAC on the tropical island of Guam, located in the western North Pacific Ocean, between Hawaii and the Philippines. Along with miles of sandy beaches, coral reefs, mountains, and valleys Guam has 4,000 years of history ranging from the site of Magellan's landing to Spanish Forts and WWII battle sites.
Be a part of this long term Multi-billion dollar construction program providing Construction Management Services (CMS) within the NAVFAC PACIFIC Area of Responsibility, primarily in the NAVFAC Marianas Region of Operation in support of the Guam Defense Policy Review Initiative (DPRI) Program. The creation of Marine Corps Base (MCB) Guam is the result of an agreement between the governments of Japan and the U.S. to move several elements of the III Marine Expeditionary Force (MEF) from Japan to Guam, as part of the DPRI Program. Some of the (DPRI) projects include: Site utilities (freshwater, wastewater, electricity); on-base and off-base road improvements; off-site infrastructure; Headquarters and administrative facilities; Base operations (headquarters, police, fire); Airfield operations (hangars, shops, fuel stations); Supply, maintenance, and other support facilities; Barracks for unaccompanied personnel; and Family housing for accompanied personnel.

EXPERIENCE QUALIFICATION:
The QAET will be assigned to participate on a construction management team. QAET duties will vary in type and magnitude. Projects could involve construction of office and shop buildings, airfield expansions, utility installation, wharf repairs, industrial facilities, and similar structures. Projects may be in the $5M to $400M range. The QAET will typically be part of an assigned team typically consisting of a Government Construction Manager (CM)/Contracting Officer Representative (COR) or COE, and a Government Contract Specialist. The QAET is to work with all CMs, COEs and any other individual that is assigned similar duties as a CM regardless of title. The construction management team may be assigned a number of projects in the range of $100M-$400M or more.

The QAET must be capable of performing on multiple projects, in different stages of design/construction at the same time. The QAET will be the primary person responsible for on-site QA and safety compliance and may receive assistance from the COE or CM or other similarly tasked Government or contractor personnel.

Responsibilities
MAIN DUTIES:
Furnish the FEAD/OICC/ROICC or their designated Government representatives with documentation indicating whether the construction conforms to the contract requirements. Act as the primary person responsible for on-site quality assurance and safety compliance. Be responsible for coordinating team members and executing project scopes, schedules and budgets in conformance with the project and customer requirements. Facilitate the minimization of project delays. Assist Government field personnel with the technical oversight of multiple construction contracts (normally medium to high risk). Follow NAVFAC Business Management System (BMS), Business Operations Plan (BOP) and associated Naval Engineering Training and Operating Procedures Standards (NETOPS) in the execution of required tasks. The BMS describes how NAVFAC provides products and services such as those listed below. The BOP explains the performance level for the construction management team and the NETOPS provides for interim guidance as procedures change due to identified issues. Assist Government personnel with assuring the construction operations are performed in a safe manner in accordance with the contract requirements and any regulations of foreign Governmental entities having jurisdiction. Directly support the construction manager/construction oversight engineer as required if such duties are not specifically outlined herein. Review Requests for Information (RFIs) and provide the Government with submittal review/analysis, comments, and recommendations. Maintain working files organized by construction contract of all reports, correspondence, etc. in accordance with FEAD/ROICC/OICC office policies. Maintain such records utilizing the electronic Construction Management System (eCMS), once established. Utilize/incorporate other project Construction Management Software approved by the Government. Provide Quality Assurance (QA) management and report to the Government on the adequacy of the construction contractor's quality control program and tasks. Monitor compliance with environmental protection requirements and document all findings. Report and document instances of non-compliance with quality control and safety requirements. Monitor and document construction surveying, materials and system testing conducted by the construction contractor. Provide review/analysis and notes/comments/recommendations on Contractor's Requests for Payment, including: Complete, the monthly field pay estimate worksheet for each construction contract with the construction contractor's representative. Inspect material stored off-site, where applicable. Review and ensure as-builts/schedules are updated per specification requirements. Coordinate with Government representatives and appropriate construction contractor personnel before conducting required inspections and meetings such as the NAVFAC Red Zone meeting (coordination meeting typically held at 75% project completion). Assist Government personnel during preparation of contract modifications, including preparing estimates and reviewing construction contractor's cost proposals (with the consent of the contractor submitting the proprietary data). Analyze and recommend Government action related to Claims and Delays. Review interim and final DD 1354 documentation and provide the Government with comments and recommendations. Assist in Constructability reviews as requested. Provide written review comments and recommendations. Perform complex, long-term, multi-year program construction management activities including reviewing construction contractor RFI submissions and recommending responses to the Government. Accurately calculate construction costs for changes requested by construction contractors that reflect local costs, and assist the Government with the negotiation of equitable adjustments. Monitor the preparation of as-built activities of contractors to ensure that those documents are being prepared on an on-going basis. Review contractor submissions of as-built drawings for completeness and accuracy and advise the appropriate Government personnel in writing as to the acceptability of such submissions. Identify critical and long lead-time materials and recommend procurement strategies to prevent negative impact on quality, cost, and schedule. Assist Government personnel by providing technical knowledge of local conditions, including the availability of construction materials and skilled labor. Coordinate with project designers and assist Government personnel with the development of solutions to complex technical problems. Witness/observe Cybersecurity tasks and documents test results. Such tasks may be performed by the CM/COE in compliance with guidance established by the COR. Witness acceptance testing of critical systems as dictated by BMS/NETOPS/BOP. Should there be conflicts within these directives, contact the COR for further guidance. Task may be performed by the CM/COE individual, see COR for further guidance. Review contractor correspondence and recommend an appropriate response.

ADDITIONAL DUTIES.

Additional duties shall include but not be limited to:
Using initiative, resourcefulness, and sound judgment when providing advice to the Government on quality assurance matters requiring knowledge of construction methods. Reviewing on-site conditions from field investigations, attend witness testing, and provide comments and recommendations in writing as necessary to advise and/or notify Government personnel of on-site conditions whether negative or for general information. Attending and documenting all required Construction Management, Quality Control/Quality Assurance, Safety, Environmental, Cultural Resources, Stormwater Management, and other meetings. Maintaining a photo log of construction activities pursuant to the guidelines established for each project site and associated military base. Collecting all required data to provide recommendations, prepare documents, and/or review deliverables. Preparing a written summary of findings following the data collection effort. Generating daily inspection reports and make recommendations, as necessary. The QAET shall prepare quality assurance reports when conditions warrant. Preparing and maintaining a written communication plan. Reviewing plans and specification to evaluate technical soundness and practicability from a construction management standpoint and recommend any necessary Government action. Any and all comments are to be provided in writing. Reviewing various administrative and technical submittals and provide comments/recommendations to the Government in writing. The QAET shall provide written comments and recommendations for Government personnel with regards to construction contractor correspondence. Annotating daily reports and document observations to correct inaccuracies reported by the contractor, if Attending weekly Construction Quality Control meetings and shall attend preliminary/preparatory and initial quality control meetings as directed by the Government. Participating in design charrettes, pre-construction conferences, parenting sessions, pre-construction meeting, staff meetings, and quality control meetings. The QAET shall prepare meeting minutes for the Government as directed. Providing updates on project status, including project issues, costs, and schedule information to team members, senior management and other Federal/State jurisdictions as required. Providing written updates in the applicable database or document. Drafting for the signature of the Government representative, a Warranty and Acceptance Letter at the completion of the project. Bringing to the immediate attention of the FEAD/ROICC any instances where it is suspected that the construction contractor is in violation of the Labor Standards Provisions or the Workforce Housing and Logistics provisions of the Preparing all submittals/deliverables using a PC computer using software compatible with existing NAVFAC software (i.e. MS PowerPoint, MS Word, MS Excel, ), Primavera, Costworks, and Success Estimator, etc. Submittals/deliverables include but are not limited to project reviews and recommendations, PowerPoint briefings, and presentations.

Qualifications
CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED.

The QAET shall:
Have a minimum of 10 years' experience as a construction inspector or tradesperson and a shall have a basic understating of engineering, architecture or construction trades. Have at least one (1) year of specialized experience in performing the tasks identified herein for Capital Improvements related projects for the NAVFAC or Corps of Engineers. Requirement may be waived for Australian projects where local experience may be more beneficial to the team. Have the ability to communicate in English effectively both orally and in writing. Have completed and passed the Construction Quality Management (CQM) for Contractors course. If the individual does not have a current certification, the individual shall obtain the CQM for Contractors course certification within 90 days after the individual is assigned to the contract. The CQM Training Certificate expires after 5 years. If the individual's certificate expires during the period of performance, the individual must retake the course to remain current. Have demonstrated experience developing and maintaining official construction site records. Have demonstrated knowledge of construction practices and workmanship, including experience in proper uses of construction materials and installation methods. Have demonstrated ability to interpret construction drawings and specifications. Have demonstrated experience in generating material take-offs for construction work in support of cost estimates for changed conditions. Have demonstrated ability and experience to inspect materials, workmanship and construction and installation of various systems. Possess up-to-date knowledge of construction practices and techniques, g., proper applications of construction materials and methods of installation. Complete the 40-hour Construction Safety Hazard Awareness Training for Contractors course. Have demonstrated knowledge of the latest U.S. Army Corps of Engineers' safety publications (including but not limited to EM385-1-1, OSHA safety requirements) as well as all other applicable national health and safety regulations, codes and standards. Have demonstrated knowledge of Federal building projects design codes (UFGS) and construction techniques. For projects in Australia, the QAET shall be familiar with local, Australian building codes and regulations as well as UFGS. Be capable of the physical exertion required to perform the necessary services such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping and reaching; climbing upon ladders and other physical activity common to the performance of such duties. Have demonstrated experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.), Primavera, Costworks, and Success Estimator, etc. Have the ability to adapt to new software such as eCMS may also be necessary. Be able to obtain security clearance as required by the task order. Complete the SF-85-P, Questionnaire for Public Trust Positions Each task order shall establish necessary base/building access requirements. Be able to travel and possess a passport. Be a United States citizen. The Government may approve the assignment of foreign nationals to select positions on a particular task order. Individuals lacking one or more of the specified requirements may be accepted provided the Contractor submits a training plan demonstrating how the individual will complete the training deficiency within 6 months of the assignment. Costs for the training and salary paid to attend training during this period will be the responsibility of the Contractor and shall not be billed to the government under this or any other contract. Deficiencies may not be in the key qualification requirements for the position.Expected to start Q4, 2019.
