Duties
The mission of the Washington State Patrol Crime Laboratory Division is to provide high quality forensic science services and training for Washington's criminal justice agencies that enhances public safety for the citizens of Washington.

The DNA Operations Manager will provide leadership and oversight to the Division's Quality Management System and the DNA Functional Area to help in the delivery of timely, efficient, high-quality forensic science services. This position helps ensure high quality analytical testing for cases submitted by the criminal justice community. This position will ensure that statewide forensic DNA testing meets the Crime Lab Division's mission of providing high-quality forensic services to our clients in the criminal justice system. This is accomplished, in coordination with the DNA Technical Leader and the DNA Technical Leads, by maintaining accreditation under the ISO 17025 International Standard for Testing Laboratories and accrediting body requirements, and meeting the FBI's DNA Quality Assurance Standards.
 
Typical duties of the DNA Operations Manager will include the following: Supervise the DNA Technical Leader and provides guidance and opinion on DNA functional area related technical issues when necessary. Manage DNA service and supply contracts, ensures annual renewals are processed in a timely manner. Maintain positive working relationships with vendors and stakeholders. Communicates to all levels of personnel, effectively utilizing two-way communication. Participate in strategic planning as it relates to DNA. Monitor overall grant activities which includes applying for and administering the monies budgeted through those grants; authorizing the purchase of equipment and supplies, overtime and training. Coordinate and assists Human Resources and the Quality Process Manager with position postings and applicant reviews for the DNA Functional Area. Monitors personnel issues and provides coaching and mentoring for their staff. Assist to ensure compliance maintaining accreditation under the ISO 17025 International Standard for Testing Laboratories and accrediting body requirements, and meeting the FBI's DNA Quality Assurance Standards. Represent the Crime Laboratory Division in the area of DNA on a state and national level. Advise Forensic Laboratory Services Bureau/WSP Crime Lab Division Management on DNA-related topics, including aiding in legislative responses. Participate in pertinent training events, workshops, seminars, in order to maintain expertise. Attend National seminars as applicable to develop relationships amongst other Forensic DNA Testing laboratories. *     *     *     *     *     *

Qualifications
Required Qualifications: Bachelor's Degree or greater in a natural science, forensic science or closely related field, including 20 semester hours or 30 quarter hours of chemistry coursework. Must have a minimum of five years of forensic DNA experience at the FS3 or equivalent level. Must be able to demonstrate a high level of technical expertise. Must possess excellent verbal, teaching and presentation skills. Must be able to effectively handle media requests and be able to create media strategies. Must have strong writing and editing skills and able to produce concise, effective and easy to read written materials. Must be able to communicate well with diverse individuals and groups of people. Must be proficient with standard office computer software. Must possess strong customer service skills. Must be able to effectively handle multiple priorities and projects with competing deadlines. Must promote, exemplify and teach ethical behavior and integrity. Must possess exceptional organizational and planning skills. Must be able to prepare and manage grant budgets of up to a million dollars or more. Must be able to demonstrate expertise in DNA analysis as evidenced by published papers, and/or seminars or workshops presented in national or regional venues. Must have experience analyzing a variety of forensic evidence. Must possess a valid, unrestricted Washington Driver's License or be able to obtain one within 30 days of employment. Must be willing and able to work an environment involving traumatic events. Must be willing to travel frequently within and outside of the state for trainings or meetings. Desired Qualifications: Master's degree or Ph.D. in natural science, forensic science or closely related field and 5 semester hours or 8 quarter hours of physics coursework

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems ' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Vacation (Annual Leave)

You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165 .
