Job Description:

The Panum Group is looking for professionally organized manager to direct and administer the TASS program within the United States Coast Guard, Department of Homeland Security Organization to including establishing Site ID numbers and Trusted Agent Security Manager (TASM) accounts.

The successful candidate will have demonstrated experience providing management support by managing the day-to-day Trusted Associate Sponsorship System (TASS) operation to ensure that assigned Trusted Agent Security Managers (TASMs) and Trusted Agents (TAs) meet TASS requirements.

Responsibilities

Responsible for all aspects of the development and implementation of the program and provides a single point of contact for the organization. Takes from the original concept of the program through final implementation.
Interfaces with all areas affected by the program including end users, computer services, and client services.
Defines project scope, objectives, and develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts meetings and is responsible for project tracking and analysis.
Ensures adherence to quality standards and reviews project deliverables. Provides technical and analytical guidance to the program team, recommends and takes action to direct the analysis and solution of problems, and provides guidance and advice on the acquisition lifecycle.
Knowledge and experience in the application of Homeland Security Presidential Directive-12 (HSPD-12) as it relates to TASS and personnel security; experience with analyzing problems, developing solutions, providing advice, guidance on TASS registration andrevocation. Create policies, operating procedures, and other supporting documentation in support of service-or agency-specific TASS implementation.
Liaisons between the Defense Manpower Data Center (DMDC) and TA personnel for support operations. Coordination of TASMs to provision Government Contracting Officer Representatives (CORs) for TA positions utilizing the Enterprise Management and Monitoring of Accounts (EMMA) System.
Provide direction and familiarization for the TASMs to access the EMMA web basetraining (WBT).
Manage and conduct TASS Bi-Weekly Reports, monthly TASS Verification Reports, Training Trends Analysis, Documentation Management Summary Reports, and TASS Monthly Newsletters. Coordinate requests for new or additional TASS capabilities between his or her service or agency and DMDC. Transfer applicants from an existing TASM/TA to another TASM/TA within the TASS application for his or her associated service or agency. Update the Coast Guard (CG) Portal site monthly with new announcements, user notices and polices related to TASS. Maintain the Bi-Weekly Issue Tracker that
Reconciliation of monthly Security Center (SECCEN) TA Listings and Summary Reports that effect the overall posture of the TASS program. Performs quarterly/annual Overall Site Assessments.
Establishes, validates and conducts quarterly USCG Specific TASS User Training for new, intermediate and advance users. Ensure that TASMs and TAs complete all required training, including the TASS Certification Web-based Training (WBT) with the TASS training specified by the service or agency. Maintain contact information and other field support for all TASM and TA personnel. Performs quarterly/annual Training Assessments analyzing short range, long range, recommendations, contingency training, and summary of lessons learned, etc,. Validate assigned TASM and TA personnel have met all training requirements/compliance for their roles.
