Duties

This position is located in the Office of the Chief Information Officer (OCIO), IT Services Development & Operations Division (SDOD), Business Application Delivery Branch (BADB).

You will serve as Branch Chief of the Business Application Delivery Branch (BADB). You will be responsible for business consultation, business systems planning, and project management services to promote and ensure the effective use of Information Technology (IT) services to support agency business needs. You will promote the availability of IT consultant services, business process reviews and improvement support, and ensures consistent integration of these services into business improvement planning. You will provide project management expertise to support agency wide business application development initiatives, project oversight, IT security management, and business application portfolio management. You will direct and manage a staff and organizational efforts to support Information Management/Information Technology (IM/IT) activities.
You will direct organizational efforts to provide effective project management that is consistent with standard business practices, agency policy and guidelines, and Federal regulations to ensure that all project objectives are accomplished on schedule and within established funding levels. You will manage the establishment and promotion of reusable software platforms and services. You will provide oversight to ensure the utilization of secure coding practices. You will oversee the development and integration of enterprise and business solutions. You will lead the coordination and support of line-of-business solutions. You will ensure that all applications systems developmental tools and system components adhere to agency standards. You will determine project requirements, schedules, and budget.
You will provide application systems developmental technical expertise for Capital Planning and Investment Control (CPIC) analysis by systematically selecting, managing, and evaluating information technology investments. You will distribute, schedule, and coordinate staff assignments and provide technical and procedural guidance to the team. You will assign project tasks to team members and staff. You will distribute and balance workload to assure timely accomplishment of assignments of the staff. You will provide guidance, direction, and training to employees on specific tasks and projects. You will provide training and direction to new employees in accordance with established procedures and practices.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade (GG-14) level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Possess a high degree of expertise, including hands-on experience managing and performing research, design, and development activities to evaluate or implement advanced IT solutions using new/emerging technologies (e.g. cloud services, advanced Web technologies, service-oriented design, etc.).
2. Ability to effectively lead a work group while in a project management role.
3. Knowledge of Federal and/or private sector project management and contracting practices.
4. Skill in effectively communication and presenting information, idea and advice in a clear, concise and logical manner.
5. Ability to direct, lead, and manage a technically diverse staff in critical programs with competing deadlines and conflicting resource demands.
