Scope of Job : The Pre-Construction Manager is directly responsible for managing the estimating; constructability review; and request for proposals for the Development Group.   Responsibilities : 40% -   Coordinates and serves as liaison with engineering and project teams to ensure all project attributes are     fully evaluated and accounted for, including the engineering team's constructability reviews and estimates.
 
Ensures key studies on the following are performed as early as possible in the project life cycle, including: geotechnical investigation; hydrological analysis; access route studies; road studies and micro-sitings.  
 
Prepares and presents project CAPEX estimates to management (including, but not limited to: transportation; construction; project management; commissioning; and engineering costs).
 
Coordinates site visits and micro-sitings and provides detailed reports of each to key decision-makers.
 
Establishes and maintains estimating database of internal construction pricing for renewable energy projects.
Coordinate with external contractors on budgetary estimates during the development phase of projects.
 
40% -   Provides a detailed handover of the project due diligence efforts to the project team. This includes preparing risk analysis with a mitigation plan focused on project constructability (costs; schedules; risks; and market analysis).
Coordinates closely with regional development teams on land issues and permitting.
 
Ensures that lessons learned in the project pre-construction stage are applied to future projects .
15% -   Manages the RFP (request for proposal) process and coordinates with the project team.
Reviews the specifications and scope of work documents produced by the project team in the support of various activities including: request for proposals; due diligence; estimating and contracting activities.
Prepares preliminary project schedules.
Reviews and evaluates 3rd party EPC bids and participate in contract negotiations with project teams.
5% -   Performs all other duties as assigned by the Director, Pre-Construction and/or his/her assignees

Qualifications : ( Degree/Certifications/License/Experience/Specialized Knowledge/Skills)
Education/Experience - Bachelor's Degree in Engineering.is required.
Skills/Knowledge/Abilities -
Extensive and comprehensive knowledge in construction and/or engineering, renewable energy experience is preferred.  
Extensive and broad knowledge of relevant codes, standards, construction practices and engineering principles required to construct a renewable energy plant.  
Strong organizational, interpersonal communication and management skills.  
3+ years of experience, previous supervisory duties are preferred.  
Experienced with various Microsoft software programs including but not limited to Word, Excel, Visio, Project, Outlook, and PowerPoint.  
Highly motivated, self-starter, ability to work well with others and be a good team player  
Physical Requirements :   Ability to work in a standard office environment with standard equipment (desk; phone; computer).   No special physical requirements.
 
Working Conditions :
Approximately 75% of the time is spent in the office environment, utilizing computers (frequent use of Database software, MS Office Suite, SAP), phones, and general office equipment.   Approximately 25% of the time is spent in the field nationally and internationally, visiting potential and existing projects, recognizing and assessing the sites, and meeting with project team members, officials and land owners.
