Responsibilities
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Outer Continental Shelf (OCS) Region, Office of the Regional Director, Office of Environmental Compliance, in Jefferson, LA. The primary purpose of this position is to perform environmental monitoring, field verification and compliance oversight and advise on technical matters in environmental engineering.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Serves as an advisor and consultant on technical matters related to environmental engineering issues. Advises on BSEE pollution prevention and control regulations and standards for waste treatment design, to include process system design and equipment for offshore facilities. Serves as a Water Quality Compliance Coordinator, leading BSEE's coordination efforts with the U.S. Environmental Protection Agency (USEPA) and the National Oceanic and Atmospheric Administration (NOAA) for the Gulf of Mexico OCS Region. Oversees office compliance reviews of required industry activity reports to verify compliance with water quality standards. Develops reports on office and field compliance verification efforts and assessments on the effectiveness of related environmental mitigations and other environmental requirements. Develops criteria for impact-assessment methodologies and identifies needed improvements to verification methodologies and enforcement for coastal and marine water quality through adaptive management and coordination with counterparts in partnering federal agencies. Identifies specific process and engineering issues impacting water quality that may be addressed through studies, analyzes the nature of problems, develops study protocols to resolve these problems or to provide an information base for better understanding of the problems, and recommends studies for funding. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-12: $74,596-$96,978 per annum, GS-13: $88,704-$115,313 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the grade to which you are applying.

(1) Basic Educational Requirements: Please Note: This position requires specific educational coursework to qualify. You MUST provide transcripts in order to verify that the educational requirements have been met.
You must meet the description in either A or B below to qualify for this position.
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience --college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. (2) Specialized Experience:

GS-12
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) conducting engineering design and/or engineering review of systems, processes, and equipment to meet Clean Water Act discharge standards and/or pollution prevention and control standards.
GS-13
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) conducting engineering design and/or engineering review of systems, processes, and equipment to meet Clean Water Act discharge standards and/or pollution prevention and control standards; 2) performing compliance verification reviews or monitoring of discharges under the Clean Water Act; and 3) conducting or overseeing site inspections and/or investigations to assess Clean Water Act compliance and preparing requisite reports.
