Job Description:
JMA Solutions has an opportunity for a Senior Business Financial Management Analyst who will support the Federal Aviation Administration (FAA) Office of Finance and Management (AFN) Shared Services Resource Management Division (ABP-500). This position is located in Washington, D.C.
Duties include, but are not limited to:
Support budget formulation for both the Operations (OPS) and Capital Investment Planning (CIP) for F&E funds Schedule and Guidance
Collaborate with all stakeholders to collect, analyze and present information, coordinate and communicate guidance and scheduling, editing and providing feedback, consolidate and present Draft and Final versions to the FAA Management Assist with developing and distributing CIP and OPS Formulation Schedule and Guidance documents to AFN Customers Review and process guidance, templates and schedules; distribute to each AFN Customer Program; and provide interpretations, explanations, guidance and samples Formulation Documentation
Work with AFN program POCs to develop accurate, well-written documents that follow the FAA Financial Manual and other reference guidance for content, style, accuracy and consistency with AFN submissions; verify that narratives depict AFN as a mature shared services organization Provide critical review of all materials, edit for internal and external readers, consistency with program, LOB, Agency, Financial and technological consistency. Assist in preparation of all Formulation documents and briefings and support development of OPS budget narrative for President Budget submissions, and Discretionary Increase Requests (DIRs), and analysis for all financial tables and exhibits, including the Tie tables and Zero Based Budget exhibits for FAA, OST, and OMB Assist in preparation of all Formulation documents and briefings and support development of the CIP F&E Formulation, including 5 Year CIP Plan, RPDs in SPIRE, CIP Validation briefings and Whitesheets, prepare and review transition to Operations (TOM) documents Develop and present executive level briefings, charts and graphical representations on funding information OMB/Congressional Passback
Develop, and coordinate the inputs required for the OMB and Congressional submission phases; answer questions and provide required data as needed Coordinate responses to OST/OMB and Congressional inquiries and Passbacks, as well as to Questions for the Record (QFRs) as required Budget Drills
Prepare briefings, summaries and graphical presentations in response to budget drills
Execution Support
Provide support to budget analysis and execution
Job Requirements
In-depth understanding of all aspects of the OPS and F&E Formulation process and experience in writing related documentation. Documents are prepared based on independent research and program interviews, and may involve very quick turn-around to final copy
President's Submission (Narrative), Discretionary Increase Requests (DIRs) and Executive Summary, Transition to Operations (TOMs), Unfunded Requirements (UFRs) and Corporate Assessments; F&E/CIP: Resource Planning Document (RPD) CIP validation (CIT Deck), Whitesheets and the 5 year CIP Plan; Research and original writing related to budget justifications, program and requirements definition and advocacy for both OPS and F&E. Strong writing and research skills Strong working understanding of the FAA budget process Knowledge of financial systems, funds tracking and reporting (SPIRE, REGIS, PRISM, DELPHI). Knowledge of the OBIEE is helpful but not required Strong analysis skills using Discover and advanced Excel Ability to communicate in writing and orally with program managers and executives, prepare original information packages, papers for executive level presentation Knowledge of FAA AIT directorate/CIO areas of responsibility is helpful but not required Understanding of Appropriations Law, FAA Funds Certification, and Acquisition Management System (AMS)
SECURITY CLEARANCE: The ability to successfully obtain and maintain a U.S. Suitability/Public Trust Background Clearance
EDUCATION:
Required Degree + 15 years of relevant experience A 4-year course of study leading to a bachelor's degree with a major in any field that included or was supplemented by; at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management is required.
