Job Description: Contract Policy Consultants are primarily responsible for managing, planning, organizing, and leading tasks and projects for the entire acquisition life cycle and for exceeding client expectations in the quality of all client deliverables. Responsibilities include, but are not limited to:
• Provide advisory support for DOD/IC acquisitions and source selections for services and supplies, including major system acquisitions, from initial planning through contract award. Develop and review acquisition strategies, documentation, statements of objectives, source selection plans, and business cases that support acquisition decisions. Provide direct support to agency program offices and key components for acquisition and contractual issues during the formation and administration of contracts. Review statements of need and recommend appropriate methods of procurement. Develop acquisition plans by reviewing previous history, market conditions, and acquisition of services requirements documentation. Help the government client to prepare and issue solicitation documents. Support government efforts to conduct conferences with contractors to clarify issues on contractual requirements. Assist government teams in performing detailed analysis of bids or proposals received.
• Support, review and assist with the approval process of DOD/IC acquisition reviews. Provide practical and expert advice, recommendations and mentoring to government contracting officials in contracting, acquisition strategies, acquisition planning for the conduct of highly complex procurements, including on regulatory, policy and related acquisition concepts.
• Perform in-depth strategic-level research and analysis to support recommendations for implementation of acquisition best practices and lessons learned in order to improve acquisition processes. Advisory support will ensure adherence to acquisition policies, perform contract compliance reviews, assist with acquisition management reviews, assist with pre-procurement management reviews. Through critical analysis evaluate review information to identify trends and deficiencies to provide process and knowledge improvement.
• Support the development, updating and maintenance of contracting guides, policies and agency instructions. Provide advisory support in the development of agency responses to Government Accountability Office (GAO), DOD Inspector General (IG) and other auditors. Provide advisory assistance to develop, review and track legislative packages, Congressional requests for information and similar queries.
• Utilizing automated systems for tracking and monitoring acquisition status, funding, implementation, and closeout; and
• Utilizing the Internet and various knowledge sources to stay current on all facets of acquisition.


Mandatory Experience and Skill Requirements, in order to be considered for this position, your resume must demonstrate/document the following:
• Bachelor's degree, Masters Degree strongly preferred, in a related field.
• Retired or former Military or DOD civilian preferred.
• DAWIA II certified in contracting or PM preferred or similar.
• 6+ years of experience in DOD/IC acquisitions as a Contracting Specialist.
• Mandatory Active TS/SCI clearance (current TS/SCI eligibility or access).
• Previous experience performing duties similar to those described in the job description. Relevant contracting experience, to include well-developed acquisition planning, strategy development, negotiations, contract administration, pricing analysis, and related functional assignments in the execution of the acquisition related requirements. Resume must show superior knowledge of performance-based service contracting concepts, strategies, and governing rules and regulations. Superior knowledge and mastery of federal acquisition laws and regulations, including Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFAR) and agency specific regulations.
• Knowledge of project management principles, automated tools, and program status tracking techniques.
• Knowledge of DoD 5000.
