Provides focus and drives business development in the execution of all support services for a strategic account/customer for the Department of Homeland Security (DHS), using our IDIQ contract vehicles GSA OASIS as well as GSA IT 70. This role simultaneously oversees all aspects of several near and long-term opportunity developments.
Serving as the Business Development/Capture Manager who can develop client relationships within multiple components within DHS, with attention to ICE, FEMA, NPPD and act as the ambassador to the customer and single point of contact as the customer's representative within Sev1Tech.
Clearance: Must be able to provide proof of U.S. Citizenship with an active security clearance required
Job Roles and Responsibilities
Specifically, the DHS Business Development Manager will be responsible for the following action items:
Work Headquarters Growth/Proposal Team staff to identify and cultivate potential pipeline and organic growth as well as related opportunities pertaining to solicitations coming out of GSA OASIS Pool 1 and IT 70 for the DHS Develop and execute strategic and tactical plans for the pursuit and development of key opportunities on GSA OASIS small business prime Pool 1 Develop a multi-million dollar qualified pipeline of at least (>$5 million annual recurring revenue. Accountable for achieving annual targets for identification and qualification of profitable pursuits. Conducting customer visits and perform research to understand current and emerging customer needs and requirements. Establish, build, and maintain customer relationships plus assess competitor capabilities generally aligned to specific customers. Work with cross-functional and operational teams to balance resource priorities to ensure consistent progress through marketing solutions, teaming and pricing elements of the capture plan. Leads capture management and works with the Proposal Team in the development and evaluation of the technical and management content and contractual compliance of proposals. Develop customer solutions and value propositions based on customer and stakeholder inputs. Provide management with information to identify critical areas of the opportunity's win strategy that minimize risks and maximize the probability of win. Participate in bid decisions, the development of cost strategies and phase reviews. Serve as the customer advocate during reviews to bring the voice of the customer into planning and strategy sessions. Organize and conduct customer liaison activities such as customer meetings, facility tours and product demonstrations. Obtain marketing intelligence and competitive data pertaining to potential targeted pursuits, and develop marketing strategies for same. Education, Skills, and Experience Requirements
Bachelor's degree in business or relevant field and 7+ yrs experience in federal sales with the last 5 yrs in business development for DHS:
Strong knowledge and experience of DHS and it's 22 components with the ability to open doors and drive business to the vehicle as well as close deals. Proven success in BD sales to DHS; preferably in the IT market Become strongly familiar with the GSA's OASIS IDIQ and IT-70 Experience leading teams in pursuit of medium sized (>$5 million annual recurring revenue to $50 million over 5 yrs deals) or larger proposal efforts Use Salesforce CRM software to set up prospects and leads, quote specific Sev1tech products and follow up with any and all opportunities Work with Teaming Partners on large or complex Sev1Tech IT opportunities to evaluate prospect needs, produce and provide quotes and work with Teaming Partners on any communications with prospects. Organized and structured thinking Robust communication skills, including facilitation and/or mediation experience Successful past performance in business development (e.g., developing customer relationships, account strategies, developing a qualified pipeline, building industry relationships, and leading capture & proposal activities) Experience leading customer engagement activities with Director and above representatives. Innovative and efficient problem solving skills Ability to present in small and large groups, to include difficult messages Ability to work in a team environment and create positive working environments Ability to handle dynamic/complex work environments with diverse clients Experience working with and/or leading Government related projects with a strong understanding of Government procedures/culture Strong working knowledge of Microsoft Office products (Outlook, Word, Excel, PPT) Please Note: Position likely to require frequent travel (40-50%); Base of Operations and Weekly Capture Meetings in Woodbridge VA with client site visits nationwide
