Responsibilities
Serves as a Management Analyst on the CMO MSO Staff with responsibility for performing analysis and providing technical support to the CMO staff. Prepares justification for positions and requests authorized billets to match funding and requirement needs to ensure proper allocation to cover all aspects of hiring and manpower. Plans, coordinates and leads efforts to prepare for internal and external assessments, such as MRT and other audits. Maintains program and administrative reference materials, project files and relevant back-ground documents, maintain current knowledge to answer questions from team members on procedures, policies, directives, etc. Ensures that the organization?s strategic plan, mission, vision and values are integrated into the team?s strategies, goals, objectives, work plans, work products and services. Ensures General Orders are properly prepared, contain required organization and system crosswalk and are fully coordinated and staffed with affected and required organizations.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. If selected, you will be subject to a Single Scope Background Investigation (SSBI) and must be able to obtain and maintain a Top Secret Clearance with Sensitive Compartmented Information (SCI). The clearance is required for SPECIAL ACCESS PROGRAM (SAP) access and eligibility in order to fully perform the duties and responsibilities of this position. The clearance process can take 120 days or longer to complete. Personnel security investigation required. All applicants tentatively selected for this position will be required to submit to urinalysis testing to screen for illegal drug use prior to appointment. Must file an annual financial statement. This position requires a random Counter-Intelligence Scope Polygraph examination.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level NH-02. Specialized experience is defined as: Experience with providing guidance to management in the areas of workforce planning and staffing strategies. Experience in submitting and managing personnel actions (cradle to grave); conducting in-processing and out-processing personnel; drafting and submitting recruitment, retention and relocation incentive packages; liaising with higher level human capital support offices in personnel matters. Experience in maintaining and executing Unit Manning Documents (UMDs), including preparing and managing position requests, position funding justifications and General Orders. Experience in applying complex fact-finding, analytical and problem-solving methods and techniques to improve performance in workforce planning and staffing (End-to-End hiring, on board forecasting, and retirement forecasting, etc.). Experience in using government personnel and manning systems, such as DCPDS (Defense Civilian Personnel Data System Portal), AutoNOA and FMTS (Fourth Estate Manpower Tracking System).

Education can not be substituted for experience.
