POSITION SUMMARY:
Manage the daily maintenance operations of the Main Communications Facility (MCF) in support of the Kuwait Base Operations & Security Support Services contract on Camp Arifjan, Kuwait. The Facility Supervisor provides technical/operational guidance and supervision of up to 10 teammates and Subcontract personnel as required to ensure compliance with the performance work statement (PWS) for the following functions: operation and maintenance, infrastructure, utilities, and preventive/corrective maintenance. Support capabilities include electrical, HVAC, plumbing, access control/CCTV, power generation, and fire detection/suppression.
MAJOR JOB ACTIVITIES:
1. Provide a safe and secure workplace.
2. Set the example for respect, responsibility and integrity.
3. Ensure consistent communication and coordination with the ASG-KU DPW and 54th Communications Battalion.
4. Support the Public Works Director with the following: subcontractor oversight; human resources; create a positive environment that is fair, inclusive and ethical; inspire and motivate employees by recognizing achievement; counsel, coach and mentor.
5. Provide technical/operational guidance to ensure compliance with the PWS while delivering results.
6. Conducts and oversees the preventive and corrective maintenance programs.
7. Evaluates all maintenance requests, sets priorities, and process work assignments.
8. Monitors all operations of the Facilities Maintenance staff. Prepares daily and monthly work schedules for the staff.
9. Maintains all maintenance records.
10. Conducts training on life, safety, and other programs.
11. Provides reports on all life safety, quality, and maintenance issues
12. Performs other duties as assigned
MATERIAL & EQUIPMENT DIRECTLY USED:
1. Johnson Controls Metasys Building Management System.
2. MIRCOM Pro 2000 alarm controls and panel.
3. Access Controls/CCTV, surveillance cameras, hardware and software.
4. Computers (workstations, laptops).
5. Microsoft Office Suite Professional programs, including MS Access, Excel, Power Point, Word.
WORKING ENVIRONMENT:
Work is generally conducted inside a secure, access and climate-controlled, permanent structure. However, duties may occasionally involve exposure to extreme temperatures. Work may require heavy lifting up, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes but is not limited to head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and post policies.
PHYSICAL ACTIVITIES:
Work may require heavy lifting up, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes but is not limited to head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and post policies.
Qualifications:
MINIMUM QUALIFICATIONS:
Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
Bachelor's Degree or equivalent experience
Experience:
1. 7-10 years of facilities maintenance experience with 3-5 years working with Johnson Controls Metasys Building Management Systems
2. 5-7 years of experience planning, laying out, and installing electrical distribution in accordance with the National Electrical Code (NEC)
3. Working knowledge of electrical systems including secondary distribution and interior systems
4. Hands-on experience with electrical circuits, power cables, controls, motor, etc.
5. Ability to read blue prints, single-line diagrams, and rough shop drawings
6. Must possess strong knowledge in a skilled-trade (electrical, HVAC, plumbing, etc.)
7. Requires ability to analyze the operation of various infrastructure systems, determine the cause of problems/malfunctions, and take corrective actions as required
8. Knowledge of U.S. Army Safety Guidelines and OSHA Standards.
Skills:
1. Strong leadership and analytical skills.
2. Strong organizational skills.
3. Computer proficiency in Microsoft Office Excel, PowerPoint, Outlook, Word, Office Tools.
4. Excellent communicator both in writing and verbally.
5. Good interpersonal and people management skills.
6. Mastery of engineering skills.
7. U.S. Citizenship required.
8. U.S. Government-issued Secret Security clearance or higher required.

Directly responsible to the Facilities Maintenance Manager and has overall responsibility for policies and procedures used in the performance of work.
