Job Description
Eastern State Hospital, located in Williamsburg, Virginia, was founded in 1773, with a well-intentional emphasis on community focused mental health care. This state of the art campus, situated on 500 acres, consists of two patient care buildings with 300 patients, and a highly skilled staff of over 700. Eastern State Hospital is part of the Department of Behavioral Health and Developmental Services ( DBHDS ) system, and is accredited by the Joint Commission.


ESH invites applicants for the position of Quality Management Specialist.


The Quality Management Specialist reports to the Quality Management Director is responsible for the following duties and responsibilities:

• Collects data from medical records, facility databases, and other sources in order to compile and process complex reports in support of Quality Management and Hospital Administration. Demonstrates the ability to coordinate, facilitate, and problem solves effectively and independently.

• Manages the Quality Assurance Performance Improvement ( QAPI ) Program to track, investigate, and try to prevent reoccurrence of adverse events and achieve compliance with state and federal regulations. Plan, conduct, and document performance improvement ( PIP ) plans and design interventions using Plan-Do-Study-Act ( PDSA ), Root Cause Analysis ( RCA ) and Failure Mode and Effects Analysis ( FMEA ) tools. Conducts work groups to initiate improvement plans related to sentinel events alerts by The Joint Commission.

• Responsibility for the date collection and reporting requirements for dLCV, LHRC , and Seclusion/Restraint reports as requested. Responsible for the timely data entering of seclusion and restraint data in both a Department database and local Excel database. Will conduct monthly "data mining: review of Seclusion/Restraint episodes at the hospital to identify trends and propose corrective actions.

• Provides education to health care providers to ensure compliance with quality standards and parameters. Conveys practical knowledge of quality management methods and must be capable of providing engaging educational opportunities to the health care providers. Must be able to translate quality issues, data outcomes and industry standards into understandable, user-friendly terms.

• Oversees multiple data repositories to ensure they are current and accurate with responsibility for forecasting and analyzing data. Maintains document storage system. Creates reports detailing the analysis of the information including appropriate recommendations.

Minimum Qualifications
• Ability to perform independently, utilize critical thinking skills, and submit complete and accurate reports on time.
• Ability to manage multiple competing priorities, working effectively with a variety of professional and paraprofessional staff, while facilitating positive, collegial work relationships.
• Knowledge of computer programs to include Microsoft Office Suite.
• Effective time management skills and ability to comprehend written and oral information.
• Represents the facility and the department in a professional manner at all times.
• Ability to work effectively in support of team functioning, serving as a role model in effective communication, support of other team members, and success of the Quality Management Department.
• Positive written and oral communication skill is essential.
• Demonstrated ability to plan, organize, audit, investigate and inspect written and electronic documents or records.
• Demonstrated ability to identify discrepancies with applicable policy, procedures, regulations and/or guidelines.
• Update and assist in developing policies and Standard Operating Procedures (SOP's) for areas of expertise.
• Understands basic IT terminology in order to effectively communicate.
• Diplomacy and tact handling external and internal ESH customers supporting the department's overall mission of providing excellent patient care.
• The ability to communicate effectively both orally and in writing to customers clinical and nonclinical.
• Must display a respectful and caring attitude, providing quality service to all customers.
• Knowledge of computer programs, database set-up, and management.
• Ability to develop and run reports and conduct statistical analysis.
• Understanding of ESH and DBHDS Departmental policies, accreditation requirements and standards.
• Understanding of large state mental health facility operations.

Preferred Qualifications
A Bachelor's Degree in healthcare, computer programming, or nursing is preferred, but hospital-based experience can substitute.

Experience with The Joint Commission ( TJC ), Center for Medicaid and Medicare Service ( CMS ), and Office of Inspector General ( OIG ) surveys, certifications, and reviews preferred.

Demonstrated knowledge of Access databases is preferred.
