Career Opportunity
We are currently seeking candidates for a Hull, Mechanical, and Electrical (HM&E) Port Engineer position, located in Vung Tau, Vietnam. This position is contingent based on funding availability. The Port Engineer will serve as the "Owner's Representative" supporting NAVSEA's role as execution agent for ship repair/transfer and maritime industrial projects. The Port Engineer will act as the program office representative at various Follow-On Technical Support (FOTS) and ship transfer related activities to enhance communications and provide a degree of quality assurance for work being accomplished. The Port Engineer in Vietnam shall have a primary role in supporting the PMS 326 Country/Program Manager. This individual will have a purely advisory role under the authority and guidance of NAVSEA.

Responsibilities
Provides timely reports to PMS 326 detailing the progress/status of maintenance for ship overhaul efforts and provide oversight and insight regarding the team's performance. Makes necessary assessments based on operational and maintenance requirements. Assists the NAVSEA team in advising the Vietnam Coast Guard in varied approaches to supporting the ex-Hamilton class USCGC Morgenthau (WHEC-722). Acts as project manager for NAVSEA to coordinate and oversee efforts on ship maintenance projects. Liaises with the responsible maintenance activity and the ship, to identify required enhancements or modernization to the workshops to better provide support to the Vietnam Coast Guard. Promotes greater communication and cooperation between the USN and the Vietnam Coast Guard for all matters related to ship maintenance and repair, and to the supporting industrial infrastructure. Provides a central point of contact to include engineering management support to schedule, coordinate, and perform vessel repair and maintenance, performs inspections of vessels for repair and maintenance standards and procedures, maintains accurate records of USN supported maintenance, and coordinates purchasing of parts and repair items. Provides the cognizant NAVSEA project manager with project specific updates on case related issues and keep NAVSEA informed of any potential schedule or quality problems. Schedules and coordinates flow of work based on Vietnam Coast Guard orders, established priorities and availability of personnel, equipment, and resources. Provides oversight and inspections of vessels for repair and maintenance standards and shipboard equipment and system problem solving. Assists the Vietnam Coast Guard with preparing for ship repair production, planned maintenance events and availabilities. Determines, validates, and diagnoses specific maintenance requirements for assigned ships or craft. This also require defining the scope of work and assisting in execution of maintenance plans. Coordinates necessary support services (Contractor, Original Equipment Manufacturers "OEM", USN, etc.) for incoming teams. Integrates authorized work items for each platform's set of maintenance and repair requirements. This is to ensure development of an optimized work package. Assists in developing and provide oversight of the processes and procedures for planning and scheduling deferred maintenance. Correlates USN alterations and upgrades for applicability and consideration on Vietnam Coast Guard vessels. Optimizes USN assist visits by coordinating and identifying similar requirements. Coordinates scheduling of work for various USN acquisition and life cycle support stakeholders scheduling work in-country (e.g., CIWS, MK 92, etc.). Maintain awareness of technicians visiting other regional countries that may aid in-country for repair of Vietnam Coast Guard equipment arranged by COCOMs/others. Assists in identification of sources of support, both indigenous and USN sponsored. Assists in development of work packages for the CSMP. Assists in updating and enhancing Fleet maintenance plans by capturing USN and Vietnam Coast Guard lessons learned. Adapt and integrate into the plans, as appropriate.

This position includes a medium level of travel.

Education and Experience
A high school diploma or GED equivalent Bachelor's Degree in Engineering is preferred A minimum of 10 years demonstrated expertise in shipboard HM&E maintenance and operations 10 years' experience with Shipyard New Construction or in-service availability planning and execution for Surface Combatant platforms 5 years FMS/OCONUS experience Port engineer experience with Navy and Navy maintenance processes is highly desired

Qualifications
Must possess a valid Driver's License. Must be able to obtain and maintain a Secret security clearance. Demonstrates proficiency in the generation of engineering reports and analyses (reports and analyses may include: data on selected ships, systems or and/or information relative to Vietnam Coast Guard ships, systems, equipment's, spares and future supportability). Demonstrates knowledge of all shipboard systems, including Hull, Mechanical, and Electrical, Combat Systems, and Communications. Demonstrates proficiency in legacy systems common to ex USCG Hamilton class vessels. Must possess experience in engineering change proposals, alterations, and Vietnam Coast Guard-initiated change requests. Demonstrates experience in platform centric integrated logistics support, financial planning, cost and budget analysis, quality control and assurance, testing, operations, maintenance, supply, and training. Must possess high level of proficiency in Microsoft Excel, PowerPoint, Word, and Project. Certificates, Licenses, Registration
USCG Third Assistant License is desired.
US Navy 3M Manager/Coordinator is desired.
