Job Description:

ENGINEER I/II/III

Positions may be classified as an Engineer I, Engineer II, or Engineer III depending on qualifications and experience of the selected applicant.

Positions will be part of the Surface Water Regulatory Compliance Division in the Public Works Engineering Office which is responsible for the administration of the City's Virginia Stormwater Management Program (VSMP) Municipal Separate Storm Sewer System (MS4) Permit.

Job duties will support the implementation of the City's MS4 permit and will include program and project tracking and reporting, managing and analyzing data through the use of geographic information system tools, preparing standard operating procedure reports and guidance documents, coordinating public outreach and education activities, and managing water quality improvement and monitoring projects.

ENGINEER I Pay Range: A.11, $55,494.40 - $85,196.80 DOQ

This individual will perform a variety of engineering duties with direct oversight of an Engineer IV or higher level engineering position. Representative work duties include but are not limited to:
?Serve as engineer-in-charge to support program and project management for implementation of the City's MS4 permit; conduct field investigations
?Perform limited engineering design and review of storm water drainage and water quality project plans and specifications
?Prepare and review specifications, plans, estimates, and reports and monitor project expenditures
?Review of project plans for erosion and sediment control and stormwater management requirements
?Coordinate with City departments and outside agencies
?Communicate with City departments and the public
?Conduct field assessments

ENGINEER II Pay Range: A.13, $61,256.00 - $94,036.80 DOQ

This individual will perform a variety of engineering duties of a moderately complex nature that are regularly reviewed by either an Engineer IV or higher level engineering position. Representative work duties include but are not limited to:
?Assist in project and program management support for the implementation of the City's MS4 permit
?Design and review of storm water drainage and water quality project plans and specifications
?Prepare and review cost estimates and monitor project expenditures
?Administer construction and engineering contracts
?Review of project plans for erosion and sediment control and stormwater management requirements
?Coordinate with City departments and outside agencies
?Communicate with City departments and the public
?Conduct field assessments
?May supervise non-technical staff

ENGINEER III Pay Range: A.16, $71,032.00 - $109,054.40 DOQ

This individual will perform a variety of duties of a complex nature that include but are not limited to:
?Provide comprehensive engineering support in all areas of stormwater project management
?Program management support for the implementation of the City's MS4 permit
?Design and review of storm water drainage and water quality project plans and specifications
?Prepare and review cost estimates and monitor project expenditures
?Administer construction and engineering contracts
?Review of project plans for erosion and sediment control and stormwater management requirements
?Coordinate with City departments and outside agencies
?Communicate with City departments and the public
?Conduct field assessments
?May supervise technical and non-technical unit support staff

Minimum Requirements:

MINIMUM ENGINEER I:
Requires a Bachelors degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program,
OR Associates Degree WITH six (6) years of progressive experience of engineering level work, or any combination of education and experience acceptable to and approved by, the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) to take the Fundamentals of Engineering (FE) exam.

MINIMUM ENGINEER II:
Requires a Bachelor's Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of an E.I.T. (Engineer In Training) Certificate AND two (2) years of progressive professional experience;
OR a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering technology program WITH possession of a Land Surveyor’s license and two (2) years of progressive professional experience;
OR an Associate’s Degree in Engineering with six (6) years’ progressive professional experience PLUS possession of an E.I.T. Certification, or a Professional Engineer (P.E.) license from the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA).

MINIMUM ENGINEER III:
Requires a Bachelor's Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program WITH possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) AND five (5) years of progressive professional experience,
OR, an Associate's Degree in Engineering with seven (7) years of progressive professional experience AND a possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA).
