Job Description:

SSI is an 8(m) economically disadvantaged woman owned small business (EDWOSB), providing cleared professionals and solutions for the Department of Defense, Department of State, Special Operations, and Intelligence Community. SSI provides instructors, cultural advisors, linguists, interpreters, translators, subject matter experts, advisors, mentors, role players, training support specialists, training delivery officers, intelligence analysts, counterintelligence (CI) specialists, technical support, field technicians, security professionals, logistics specialists, operations coordinators, budget specialists, administrative support specialists, emergency medical technicians (EMT), exercise controllers (EXCON), mission managers, project managers, program managers for a wide variety of mission critical requirements.

This position will be stationed in Erbil, Iraq and contingent upon contract award.

Major Duties and Responsibilities
1)Position located at U.S. Mission Iraq with duty in the Embassy Baghdad, Consulate Basra, or Consulate Erbil, as required
2)Support the vetting program designed to clear both host country nationals and third country nationals for access to Chief of Mission facilities or recommend their denial of access
3)Schedule and conduct in-depth counterintelligence and counterterrorism vetting interviews of locally employed staff job applicants and locally employed staff undergoing a renewal of their security certification; and conduct interviews specifically related to polygraph failures and any other investigations under the direction of the Regional Security Officer (RSO)
4)Provide timely written Memorandums of Interview for RSO review and approval
5)Compile information provided by Identity Intelligence Analysts into a final vetting report for RSO review and approval
6)Interview walk-in sources, conduct liaison, support security/force protection programs, and produce timely written reports and assessments
7)Provide analytical support for the conduct of polygraph examinations as required by RSO Standard Operating Procedures (SOPs)
8)Provide direct support to the Regional Security Office as appropriate, thereby freeing Regional Security Officers for other duties
9)Ensure that individuals who pose a potential threat to U.S. interests are added to appropriate watch lists and the information regarding these individuals is shared with Regional Security Officers in a timely manner
10)Respond e-mail inquiries from other offices regarding threat information; responses should provide analysis and assessment, as necessary, and should be sent in a timeframe commensurate with the urgency of the threat
11)Prepare and present oral briefings on their findings to CCV management and other DS offices as appropriate
12)Participate in foreign travel for deploying DSIAS to new locations at U.S. Embassies and Consulates; the duty includes providing training to Foreign Service National Investigators on DSIAS and conducting mass enrollments of locally employed staff into DSIAS
13)Perform Temporary Duty at any RSO Office world-wide to work as Vetting Specialist to support the RSO mission of vetting locally engaged staff employees and job applicants
14)Use DSIAS to biometrically enroll locally employed staff and job applicants at U.S. Embassies and Consulates world-wide
15)Undertake any other auxiliary duties as assigned to support the DS/ICI/CCV mission
Qualifications
1)U.S. Citizen
2)Active Top Secret security clearance with ability to obtain Special Compartmented Information access
3)Minimum of four (4) years of experience as a trained counterintelligence agent or HUMINT collector (Military Occupational Specialty 35L Counterintelligence Agent, 35M Human Intelligence Collector, 351L Counterintelligence Technician, 351M Human Intelligence Collection Technician, 18F Special Forces Intelligence Sargent, or other military or civilian equivalent).
4)Must have experience with personnel vetting and/or investigative questioning techniques and be knowledgeable regarding classified search engines and databases related to the personnel vetting process
5)Experience with CELLEX collection and analysis highly desirable
6)Ability to provide advice, guidance, and consultation to officials with regards to the interpretation and application of intelligence information
7)Skill in oral and written communication to prepare and present analysis, provide guidance, solicit information, defend proposals, and negotiate agreements
8)Experience in the collection, analysis, and dissemination of foreign affairs and terrorism related information
9)Ability to deal effectively with individuals at all organization and management levels, both inside and outside the Department, to establish and maintain liaison with individuals representing a broad range of organizations and interests involved in and affected by Directorate programs; this includes Intelligence Community and other Executive Branch agencies
10)Problem-solving skills and the ability to prioritize multiple and, sometimes, conflicting and complex tasks
11)Must be able to operate as part of a team, cooperate effectively with other team members, and be mission focused
12)Demonstrated ability to deal effectively with individuals or groups from various levels and backgrounds
13)Must be in good physical condition with no health deficiencies, either temporary or long-lasting, that would impair performance of duties; must meet the current U.S. government physical and medical standards required for deploying contractors to hazardous areas
Additional Desirable Qualifications, Skills and Knowledge
1)Prior experience Iraq is highly desirable.
2)Experience working in a high-threat environment and experience with U.S. Department of State security operations are strongly preferred.
