SSI provides instructors, cultural advisors, linguists, interpreters, translators, subject matter experts, advisors, mentors, role players, training support specialists, training delivery officers, intelligence analysts, counterintelligence (CI) specialists, technical support, field technicians, security professionals, logistics specialists, operations coordinators, budget specialists, administrative support specialists, emergency medical technicians (EMT), exercise controllers (EXCON), mission managers, project managers, program managers for a wide variety of mission critical requirements.
This position will be stationed in Rosslyn, VA
Major Duties and Responsibilities
1)This position is located at the Washington DC Metropolitan area.
2)Serves as the office of Counterintelligence and Counterterrorism Vetting (CCV), Senior Identity Intelligence Analyst and Senior Diplomatic Security Identity Assurance System (DSIAS) trainer.
3)Provides analysis, research, assistance, training, and support for the vetting of local national employees and job applicants, as well as other individuals as needed, for Regional Security Offices (RSO) at U.S. Embassies and Consulates worldwide.
4)Uses numerous datasets, specialized tools, and advanced research and analytical techniques to identify and analyze individuals that may pose a threat to U.S. and State Department interests; identifies opportunities to mitigate threats through a variety of analytical processes; validates the significance of data; and makes recommendations regarding the mitigation of threats.
5)Conducts analysis of biometric and biographic information on individuals of interest using the Biometric Identity Intelligence Resource (BI2R) and other relevant databases, to determine if they pose a risk to U.S. State Department (DOS) personnel or facilities.
6)Independently identifies, research, and reviews pertinent application information for any possible threat information, and draft analysis of any threat information developed, to be provided to RSOs around the world, CCV management, and senior DS management.
7)Plans, develops, and leads in-depth all-source analysis, using traditional and nontraditional classified and unclassified sources of intelligence.
8)Shows initiative in independently identifying additional areas of concern in the open source threat assessments.
9)Ensures that individuals who pose a potential threat to U.S. interests are added to appropriate watch lists and that information regarding these individuals is shared with Regional Security Officers in a timely manner.
10)Develops and analyzes data, draws conclusions, and estimates probabilities based upon knowledge of current and past intelligence situations and an understanding of the significance of conditions and trends in the areas of specialization.
11)Ensures compliance with laws, regulations, executive orders, and directives promulgated by Congress, the Secretary of State, and the Director of National Intelligence to achieve goals and objectives.
12)Uses overlapping professional disciplines to research, refine, and correlate data and raw intelligence into concise security products.
13)Plans, coordinates, and prepares complex, sophisticated, and customer-tailored analytic products, to include broad strategic assessments of risks and vulnerabilities, and more tactical substantive target studies, which are provided to DS/IP, DS/HTP, DS/ICI/CI, DS/TIA/PII, Intelligence Community and law enforcement partners, and Regional Security Offices at U.S. Embassies and Consulates worldwide.
14)Answers e-mail inquiries from other offices regarding threat information. Responses should provide analysis and assessment, as necessary, and should be sent in a timeframe commensurate with the urgency of the threat.
15)Responsible for maintaining DS/DO MOU reporting commitments to FBI and Department of Defense (DOD) databases.
16)Provides program analysis and advice to the Identity Assurance (Biometric) Section Chief about the vetting process, appropriate vetting techniques, and recommendations to refer information to DS/ICI/CI or DS/TIA/PII for additional investigative action.
17)Builds and maintains strategic relationships with internal and external customers to identify changing needs and requirements and implementing strategies and plans to address evolving security priorities.
18)Promotes and coordinates regular communication with internal and external peers and experts to collaborate on intelligence issues and provides expert guidance on the types of information relevant to the vetting of Local National Employees and job applicants.
19)Serves as an expert on the most effective methods and approaches for the specialized vetting of local employees and job applicants at U.S. Embassies and Consulates worldwide. Provides advice and guidance to management in resolving a variety of issues associated with the investigation of counterintelligence and terrorism threats and hostile activities affecting State Department employees and employees of other U.S. Government agencies assigned to U.S. diplomatic missions.
20)Prepares and presents oral briefings on their findings to CCV management and other DS offices as appropriate.
21)Provides biometrics analysis training to newly hired DS/ICI/CCV contract Entry Level Intelligence analysts and Junior and Mid-Level Identity Intelligence Analysts.
22)Provides training on the Diplomatic Security Identity Assurance System (DSIAS) to students attending the Basic RSO, RSO In Service, Assistant Regional Security Officer Investigations, Foreign Service National Investigator, and Foreign Service National Investigator In Service training classes at the Diplomatic Security Training Center.
23)Briefs DS Agents who are transferring to posts with DSIAS on the DSIAS system and the overall DS vetting program.
24)Participates in foreign travel for deploying DSIAS to new locations at U.S. Embassies and Consulates. This duty includes providing training to Foreign Service National Investigators on DSIAS and conducting mass enrollments of locally employed staff into DSIAS.
25)Provides analytical support for the conduct of polygraph examinations as required by RSO Standard Operating Procedures (SOPs).
26)Performs Temporary Duty at any RSO world-wide to provide identity intelligence analysis support to the RSO mission of vetting locally engaged staff employees and job applicants.
27)Uses DSIAS to biometrically enroll locally employed staff and job applicants at U.S. Embassies and Consulates world-wide.
28)Undertakes any other auxiliary duties as assigned to support the DS/ICI/CCV mission.
Qualifications
1)Minimum of 8 years of relevant intelligence analysis experience with a Bachelor'sDegree. Experience must be with the Department of Defense,Department of Homeland Security, the Federal Bureau of Investigation, or an equivalentU.S. Government agency. Experience should include Military Occupational Specialties35F, 350F, 35O, 18F, other military service equivalents, or GS-0132 series.
2)Minimum of two years of experience conducting Identity Intelligence/biometricintelligence analysis.
3)U.S. Citizen
4)Current Top-Secret security clearance with Special Compartmented Information access.
5)Must be proficient in using computer databases and intelligence related automatedsystems to support analytical efforts and product development.
6)Requires a bachelor's degree preferably in one of the following areas: Political Science, International Affairs, Area Studies, or a related field of study.
7)Experience with personnel vetting/investigations operations and familiarity withCI/HUMINT analysis is required.
8)Ability to provide advice, guidance, and consultation to officials about theinterpretation and application of analysis.
9)Skill in oral and written communication to prepare and present analysis, provideguidance, solicit information, defend proposals, and negotiate agreements.
10)Experience in the collection, analysis and dissemination of foreign affairs and terrorism related information.
11)Ability to deal effectively with individuals at all organization and management levels both inside and outside the Department to establish and maintain liaison withindividuals representing a broad range of organizations and interests involved in andaffected by Directorate programs. This includes Intelligence Community and otherExecutive Branch agencies.
12)Problem-solving skills and the ability to prioritize multiple and sometimes conflictingand complex tasks.
13)Must be able to operate as part of a team, cooperate effectively with other team membersand be mission focused.
14)Must be in good physical condition to perform overseas travel to high threat locations that may involve extended travel time and exposure to dangerous conditions that require use of personal protective equipment while exercising special safety precautions. Must meet the current U.S. government physical and medical standards required for deploying contractors to hazardous areas.
