Job Description:

Overview
The KeyW Corporation, is seeking an individual to join its Procurement Team located in Severn, MD as a Supply Chain Specialist/Buyer. This individual must be experienced in the negotiation and administration of supply chain government and commercial purchase orders and subcontracts, with manufacturing and part certification and verification requirements, and able to work in a high paced team environment. Must be organized and detail oriented.

Responsibilities
Sources, develops, negotiates and administers purchase orders and other agreements of intermediate to high value and risk in accordance with customer requirements and Company policies and procedures. Experience working as a buyer in the electronics design and manufacturing industry with preferred experience in manufacturing for DoD or Aerospace. Strong attention to detail and understanding of a broad variety of electronic components and raw materials. Knowledge of vendor qualification and parts traceability is a benefit. Knowledge of mil-spec part numbering and mil-spec/DoD part inspection or compliance certificates. Creates subcontract solicitations in support of multiple government contract types i.e. Time and Material, Firm Fixed Price, Firm Fixed Price LOE, Cost Reimbursable types. Performs pre-contract and in process audits and inspections and manages complex requirements for any required vendor and subcontractor certifications, verifications, and documentation, such as for space hardware. Supports proposal efforts varying in value and complexity. Negotiates price/cost and subcontract agreement provisions, including conducting Fair and Reasonable determinations based on utilizing the appropriate Price Analysis technique. Reviews and routes subcontract invoices for program review, approval, and payment. Works with other program and functional area staff to develop cross-functional stakeholder team alignment and development of effective value-proposition strategies. Ensures compliance with company policy and procedures, regulation, contract requirements, and other performance parameters. Participates in and/or manages special projects as required to enhance value proposition migrating from tactical to strategic focus. Negotiates and executes teaming and non-disclosure agreements. Energetic personality and a willingness to solve problems and meet goals in challenging situations, such as difficult schedule constraints, obtaining technical decisions so parts can be ordered on time, persistent in following up with vendors and internal managers to meet schedule deadlines.

Qualifications
Required Qualifications

Bachelor's Degree from an accredited institution preferably in Business Administration or a related business discipline.
8+ years of related experience in subcontract administration or the equivalent combination of education, professional training or work experience.
Strong attention to detail and understanding of a broad variety of electronic components and raw materials.
Knowledge of vendor qualification and parts traceability is a benefit.
Knowledge of mil-spec part numbering and mil-spec/DoD part inspection or compliance certificates.
Experience in assessing vendor and subcontractor qualifications and performing in-process inspections and reviews.
Experience with CPSR audits and protocol. Experience using various Price Analysis Techniques.
Intermediate to advance knowledge of business and contract law, FAR, DFARS, with a good degree of understanding of finance and accounting.
Effective analytical, communication, and presentation skills.
Intermediate to advance skill level with MS Office (Word, Excel, PowerPoint, Outlook, Visio) and SharePoint.
Experience with Costpoint Purchasing System.
