Senior Vice President, IT Infrastructure & Operations

Summary
PenFed is hiring a Senior Vice President, Infrastructure & Operations at our headquarters in McLean, Virginia. The primary purpose of this job is to oversee the PenFed IT Infrastructure and Operations team to provide "always on" capabilities to PenFed and its Members. This role will serve as a member of the senior IT leadership team in shaping IT strategy, making investment and priority trade-off decisions, reducing unit costs, negotiating and managing vendor contracts, interacting with Board Members and Regulators, and improving employee talent, commitment and morale. This role will also be responsible for the functional areas of service desk, data center operations, mainframe operations, network operations and support services while closely working with CyberSecurity teams.

Oversee Infrastructure Operations, Engineering and Delivery Function.
Set the vision, strategy and leadership for the IT Operations, Engineering and infrastructure delivery organization.
Manage relationships with external and internal auditors, risk, compliance for all IT infrastructure and operations.
Manage strategic relationships with all IT teams to ensure the delivery of services meets or exceeds expectations.
Manage strategic relationships with Vendors and Service Providers to ensure the delivery of services meets or exceeds expectations.
Ensure strong alignment and cooperation with cybersecurity teams.
Oversee the development and maintenance of contingency plans.
Ensure the Infrastructure Technology and Engineering team's strategy enables successful execution of operations and service delivery, infrastructure software and platform engineering, infrastructure development engineering and automation, network engineering, and mainframe services.
Ensure the Service Management team's strategy enables tools/automation development and deployment, service integration, IT Service management processes development and execution, and performance automation and operational analytics.
Ensure the Workplace and Service Desk team's strategy enables execution of workplace engineering, service delivery and a positive end user experience for employees.
Accountable for ensuring that infrastructure meets the demands of the business, orchestrating delivery across a number of teams.
Oversee a standard set of service delivery tools and processes that will provide the right level of governance for all IT teams, and that will result in client satisfaction.
Oversee and monitors service interruptions (incidents), change management processes, and escalation procedures.
Ensure timely resolution of incidents and problems


Lead the IT Operations, Engineering and Delivery Organization
Planning & Project Management

Accountable for IT projects/portfolios, ensuring effective reporting within IT.
Ensure accuracy and effectiveness of estimating and planning management with team.
Ensure project reviews with IT teams, as appropriate.
Oversee business planning and demand management processes for Infrastructure.


Establishing & Implementing Standards

Set guidance and ensures IT standards and processes (i.e., IT Governance, Architecture, etc.), and provides input for improvements to the appropriate process owners as needed.
Provide effective leadership in support of the IT organization including resourcing, budget, structure, and policies and procedures.
Set guidance and ensures defined IT Governance decision rights, standards and practices.
Develop and enforces IT standards & policies, where necessary.


Build a High-Performing Team

Create vision, clear direction and strategy for the team.
Ensure successful processes and organizational structure of the Infrastructure Ops, Engineering and Delivery team.
Establish, manage and coach team with clear objectives and performance expectations.
Monitor and improves team efficiency, effectiveness and impact.
Lead and enable enterprise-wide thinking in the team.
Create an environment that values employees and encourages cooperation, open communication and teamwork.
Serve as a role model by demonstrating a commitment to company values, high performance standards, workplace diversity, and driving results.


Education and Experience
Equivalent combination of education and experience is considered.

Bachelor's Degree in Computer Science or related field required, Graduate/post graduate preferred.
Minimum of fifteen (15) years of infrastructure leadership experience with a minimum of five (5) years at a VP level.
Minimum of five (5) years of recent experience in current and emerging Information. Technology. Service Management (ITSM) frameworks for computing environments, which are required to deliver an IT system or software application in a managed serviced environment.
Direct management of complex budgets in excess of $60M direct and indirect costs.
Direct management of cross-functional, sourced, or matrixed teams.


Understanding of the quality assurance, risk management, and security considerations and their impact on overall technology environment
Experience in engineering and running large scale technologies, inclusive of: networking, hardware, operating systems, cloud, VDI and enabling technologies such as middleware, databases, APIs, Microservices
Strong understanding of cybersecurity governance, design and operations
Demonstrated success leading large-scale initiatives/transformations.
Strong understanding of SDLC
Proven record of adopting Agile and DevOps methodologies.
Strong process management, negotiating, influencing and problem resolution skills
Proven ability to effectively prioritize and execute in a high-pressure environment.
Proven knowledge of ITIL framework.
Knowledge of business environment, service requirements and financial services sector.
Demonstrated ability to assess customer/client needs, creatively approach solutions, decide and influence appropriate courses of action.
Strong verbal and written communication skills with the ability to articulate complex technical ideas in easy to understand business terms.
Ability to accomplish results through others, particularly by establishing relationships, effective controls and leading in a managed service environment.


Supervisory Responsibility
This position will supervise employees.

Work Environment
While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.
*Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds.*

Travel
Frequent travel required.
