Summary:
This Personal Services Contractor (PSC) position is located in the Bureau of Overseas Buildings Operations (OBO), Deputy Director for Resource Management (RM), Office of the Executive Director(EX), Management Support Division (MSD), and is assigned to the Security Group (SY). MSD is responsible for managing and providing a wide range of administrative, general, travel (both for Temporary Duty (TDY) and Permanent Change of Station (PCS) travel and security services to OBO's facilities/staff.
Major Duties:
Administers the Bureau Emergency Action Plan (BEAP) and Facility Emergency Action Plan (FEAP). Researches regulations and policy changes for inclusion in annual updates to the plans, and prepares training programs to keep FEAP team members prepared to meet their requirements during an emergency. Plans for and executes total and partial building evacuation drills and all emergency management drills for the bureau's main and ancillary locations. Serves as the CENS Administrator and the emergency action coordinator for BEAP and FEAP activations.
Coordinates with the Office of Emergency Management (A/OEM), and building management personnel to ensure that assembly points meet all requirements, and that the emergency relocation site is properly equipped and ready.
Assists in the administration of the bureau's security program by assisting with the strong rooms, the security containers and the USO' outreach, working with and providing reports to the Bureau of Diplomatic Security.
Participates the bureau's document control and destruction program by coordinating with USOs and OBO offices to schedule pickups and delivery of documents identified for destruction and providing guidance on the records disposition of the documents.

Conditions of Employment:
U.S. Citizenship is required.Domestic travel may be required.Must be able to obtain and maintain a Top Secret security clearance.Relocation expenses will NOT be paid.Incumbent will be subject to random drug testing.Position may require some bending, and lifting of varying weights.

Qualifications:
Applicants applying for the GS-12 grade level must meet the following requirements:
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service, which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience with procedures, and methodologies associated with the operations of the Emergency Management Program.
Experience applying regulations, and various policies pertaining to the processes of continuity of operations and related emergency management programs in the Federal government.
Experience applying regulations, and various policies pertaining to the processes of physical and related security management programs in the Federal government.
Experience utilizing various software programs to conduct and report on security and emergency management activities.
There is no substitute of education for specialized experience for he GS-12 position.
