DESCRIPTION OF DUTIES
This position is for a software engineer with solid software development background and a good grasp of system engineering practices and life-cycle engineering. The engineer will support a software-intensive development program in an agile environment that is focused on workflow automation as related to processing of individual records. He or she will play a key role in supporting the Government to review and validate contract deliverables from a technical stand-point as related to major system life-cycle milestones (design and development, integration, test and evaluation). As such, significant experience with conducting life-cycle engineering assessments in an agile software development environment is required.
A combination of hands-on software development skills and understanding of the systems-engineering life cycle to include key milestones and related technical artifacts is required. Experience in performing high level spot checks of software code and familiarity with tools such as Team Foundation Server and Visual Studio Development is significant plus. Exposure to business process re-engineering and workflow design and automation are also desired.
Areas of where the engineer is expected to contribute are in assessing technical performance metrics, system performance and design constraints, testing and evaluation, software provisioning, data migration. Solution evaluation includes the development of written and verbal recommendations to include technical reports as well as the review of contractual documentation such as for example software development plans, software product specifications, software transition plans, etc. Strong written communications skills are a must.

BASIC QUALIFICATIONS
Bachelor's Degree in Engineering, Computer Science, Operations Research or Mathematics with 10 to 15 years of relevant experience.
Command of systems engineering practices, particularly as applied to solution design and implementation as part of software development projects.
Experience with business process design and/or workflow automation. Excellent technical writing and communications skills. Previous exposure to software development projects in a Government environment is highly desired.
US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Public Trust).

PREFERRED QUALIFICATIONS
Master's Degree;
Active Public Trust clearance;
Experience working in an agile environment and hands-on understanding of agile practices;
Previous Java-development experience, as well as familiarity with C/C++ programming, MCSD, CSSLP
Familiarity with Microsoft Team Foundation Server and Visual Studio Familiarity with healthcare data (PII / PHI);
Effective communications with operational, technical, and senior management audiences;
