DESCRIPTION OF DUTIES
Are you a senior configuration/data manager looking for a challenging position working with the Air Force, or a major Foreign Military Sales (FMS) customer? Do you like the excitement of working on a large, fast-paced acquisition programs? If so, the A gile Combat Support Directorate, Simulators Division (AFLCMC/WNS) needs your expertise.

As a senior Configuration/Data Manager, your duties include:

Review, develop and update applicable program documentation for configuration/data management relevant requirements.
Perform the following tasks for System Verification Reviews (SVRs), Functional Configuration Audits (FCAs) and Physical Configuration Audits (PCAs):

Develop audit plans.
Coordinate on weapon system contractor proposed agendas and schedules.
Confirm adequacy of data for use in audits.
Brief audit teams.
Identify issues and action items, and review draft minutes.
Monitor corrective actions and closure of action items.
Prepare notifications to weapon system contractors when audit requirements have been met.
Propose resolutions to conflicting Engineering Change Proposal (ECP) recommendations.

Assess how proposed configuration management changes may impact systems sustainment and supportability and provide the Government with findings and recommendations
Review program-unique hardware and software specifications.
Review ECPs, Contract Change Proposals (CCPs), Request for Deviations (RFDs) and resolve discrepancies and issues between the Government and contractor.
Plan and schedule Configuration Control Boards (CCBs), acting as secretariat for CCBs and developing the CCB Charter.
Prepare CCB briefings and documentation, and track implementation of approved changes.
Determine Configuration Status Accounting (CSA) database requirements, monitor data input; track the configuration of fielded systems and equipment and monitor changes and status of configuration baseline documentation.
Assist data users and requesters with the selection and tailoring of Data Item Descriptions (DIDs) and completing Data Management forms such as Contract Data Requirements List (CDRL) and Contractor Data Requirements Substantiation (AF Form 585).
Provide support in the identification of appropriate DIDs, the preparation of CDRLs for inclusion in Requests for Proposals (RFPs), the maintenance of CDRLs for contracts and contract modifications.
Apply an understanding of the application of distribution statements and Federal Acquisition Regulations/ Defense Federal Acquisition Regulation Supplement (FAR/DFARS) data rights clauses.
Evaluate change proposals for impacts to data and monitor the delivery and approval of contract technical data.
Provide support and expertise in organizing and issuing Data Calls to include but not be limited to, drafting of Data Call letters for Government review and release, integrating inputs from Integrated Product Team (IPT) functionals into draft CDRLs, preparing data review documentation, participating in the Data Call, documenting discussions/recommended changes, preparing draft minutes after the completion of the Data Call, supporting data review and following up on and maintaining status of action items.
Provide support in the development, preparation and maintenance of CDRLs for inclusion in RFPs, contracts and contract modifications.
Update and maintain data management files.
Provide support to receive, log, track, and maintain status of contract data deliverables, assist with maintaining electronic and manual data management files and provide associated historical information.
Support Engineering Data Management (EDM)
Use Joint Deficiency Reporting System (JDRS) or similar system for originating, receiving, processing and tracking closure of Deficiency Reports, monitoring investigations, processing and disposition of exhibits, responding to inquiries from field units, contractors, etc. Conduct briefings and generate reports for management on DR status and trends and scheduling and providing support for Material Improvement Project (MIP) Review Boards.
Provide recommendations on the acquisition of engineering drawings, conduct In-Process Reviews (IPRs) for engineering drawings, evaluate engineering drawings documentation to ensure format. Ensure limited rights legends comply with contractual requirements, maintain EDM files, perform follow-up actions to resolve drawings deficiencies and close out action items.
Review program hardware and software specifications, review engineering drawings and conduct IPRs, request nomenclature and Computer Program Identification Number (CPIN) assignment for Configuration Items (CIs).
Ensure marking of CI/Computer Software CIs (CSCIs) and associated documentation is accurate and ensure appropriate documentation is approved and placed on contract for establishment/update of Government-controlled baselines.
Have a working knowledge of relevant configuration/data management publications and regulations to assist with the identification, reporting and resolving deficiencies.
Utilize knowledgeable of FMS acquisition program management life cycle requirements throughout the FMS case life cycle, including configuration management support for the FMS procurement of simulators, and all associated support outlined in the Letter of Offer and Acceptance (LOA).

BASIC QUALIFICATIONS
Minimum of 10 years of experience (specifically related to the subject matter) and a Master's degree or a minimum of 18 years of experience and a Bachelor's degree.
Have a systems-level working knowledge of the fundamentals of configuration/data management for both hardware and software to include configuration identification, CSA, change control, SVRs FCAs and PCAs, Deficiency Reporting, data management and EDM.
Have an understanding of Government policy, directives, standards, handbooks, pamphlets, etc., as well as DoD adopted industry standards.
Have an understanding of CM/DM input requirements for program plans and Statements of Work (SOWs), Performance Work Statements (PWSs), CDRLs and RFP Section L - Instructions to Offerors, and Section M - Basis for Award for solicitations.
Knowledge of JDRS.
Knowledge of the Multi-User Engineering Change Proposal Automated Review System (MEARS).
Have the ability to communicate with FMS customers, both formally (written) and in-person (orally).
US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (SECRET). Must have an active SECRET clearance.

PREFERRED QUALIFICATIONS
Foreign Military Sales experience desired.
