DESCRIPTION OF DUTIES
We're looking for an Operations Research Analyst, senior, to support our efforts in the Fighter-Bomber Directorate (AFLCMC/WW). Do you have operations research or human resources experience and want to be part of a fast-paced, challenging environment in a diverse Directorate overseeing many cutting-edge programs? As an Operations Research Analyst, senior, your duties would include.
Assist with Directorate and Division personnel-processing actions by initiating and updating in and out-processing checklists and associated forms. Schedule incoming personnel for in-processing. Brief these personnel and schedule and coordinate with other in-processing briefers.
Identify, analyze and evaluate actual or potential problem areas in Operations Management (OM) activities, utilizing trend data and knowledge of the Fighter-Bomber Directorate organization
Keep senior management informed of program progress and advise them of significant developments that may impact the mission. Determine appropriate recommendations for unresolved or questionable problems and perform follow-up actions. Research, determine or recommend appropriate actions or interpretation of issues impacting the Directorate.
Provide instructions and training to staff members and action officers on procedures for proper submission and tracking of staff packages in SharePoint and the Senior Officer Communication and Coordination Electronic Resource (SOCCER) systems. Be responsible for tracking and ensuring operations management suspenses, electronic Staff Summary Sheets (eSSS), staff packages, operating instructions and awards. Ensure all related OM suspenses (Management Information Systems/Information Technology, Facilities, Resources, Training, Awards, Manpower, Safety, Security, etc.) are conducted within required timeframes.
Perform self-inspections and present detailed and comprehensive reports with any corrective actions taken or required. Ensure complete and quality resolution of discrepancies and assess and revise policies and procedures as needed to find ways to improve quality, timeliness and work efficiency.
Represent the OM Division to a variety of installation and functional area organizations. Establish, develop, and maintain effective working relationships with other on-base and off-base organizations and senior leadership regarding services provided.
Meet with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise. Ensure subordinate Divisions within the Directorate are provided customer guidance and training.
Support special projects and initiatives and perform special assignments. This includes identifying the need for special projects and initiating milestones and goals. Evaluate reports by analyzing facts, performing appropriate research and preparing detailed responses.
Monitor and evaluate Division activities to determine compliance with applicable regulations, directives, procedures, and policies. Establish, revise, and/or review policies, procedures, mission objectives and organization design for the staff to eliminate work problems, mission accomplishment barriers, promote team building and implement quality improvements in response to regulatory compliance, and/or customer requirements concerns.
Support administrative tasks as necessary to support OM functions. These tasks include: tracking manning and preparing organizational charts, data entry functions, integrating information into required reports and generation and maintenance of training requirements, files, forms and established file plans. Additional tasks include receiving, signing for and distributing classified and unclassified mail, accessing, storing and handling classified material, preparing classified and unclassified correspondence and manage and operate fax equipment. Assist with ordering office supplies by gathering customer requests and preparing and itemizing supplies/equipment lists for ordering by the Government.
Assist in planning, formulation, editing, development and publication of finished products. These include program documentation, plans, directives, reports, briefings and other presentations (technical and non-technical; classified and unclassified) in the media and format requested.
Assist in establishing and maintaining master files and file plans of program data (both classified and unclassified) to facilitate tracking and resolution of issues associated with operations.
Assist in retrieving data and information via queries and reports, and the maintenance of tracking systems for identifying deficiencies, recommending corrective actions/closures and preparing documentation for Government review and approval.
Interact with lateral organizations and external agencies required. These include base facility, personnel, security, computer support, foreign disclosure, foreign travel, public affairs and building managers to facilitate uninterrupted operations of the Directorate and its Divisions at Tinker, Hill and Wright-Patterson.
Oversee efforts of less senior staff and be responsible for the efforts of the staff assigned to a specific job.
Accomplishes other duties as assigned or requested.
BASIC QUALIFICATIONS
Have a minimum of 10 years of experience and a high school diploma.
Must be proficient in the use of Microsoft Office Applications (Outlook, Word, Excel) and other standard (customer specified) applications.
Must have working knowledge of the following systems and process: the Air Force Records Information Management System (AFRIMS), the Resource Management Information System (RMIS) the Self Inspection Program (SIP) and SOCCER.
