Overview

DECISIVE ANALYTICS Corporation is seeking a Senior Radar Systems Engineer with DoD Acquisition experience. Also desired in this position is experience in Electronic Warfare (EW) systems as well. This position will support our Office of the Secretary of Defense customer in Alexandria, VA.

Responsibilities

The Senior Systems Engineer will be responsible for providing systems engineering technical expertise on Electronic Warfare and Radar systems on Major Defense Acquisition Programs (MDAPs) in support of the Deputy Assistant Secretary of Defense for Systems Engineering and the Assistant Secretary of Defense for Research and Engineering.

Duties will include:
Providing professional engineering support services on electronic warfare and radar programs that cut across the weapon system portfolios (e.g., Rotary Wing; Fixed Wing; Unmanned Aircraft Systems (UAS); Land Combat Systems; Intelligence Surveillance and Reconnaissance; Missiles and Missile Defense; Space) which the customer oversees.Working with program offices to formulate their technical and acquisition strategies, and document them in System Engineering Plans (SEPs) and Acquisition Strategies. Conducting constructive technical assessments (e.g., Program Support Assessments, Preliminary/Critical Design Review assessments, Defense Acquisition Executive Summary, Non-Advocate Reviews (NARs), and/or Nunn-McCurdy (N-M)) to shape programs' technical planning and improve program execution. Preparing actionable recommendations to mitigate technical risks and issues.Maintaining continuous engagement with assigned programs by participating in program activities (e.g., technical reviews, Working Integrated Product Teams meetings, Program Management Reviews, etc.) and via phonecons to assess the "performance to plan" with the planning documented in the SEP and Acquisition Strategy.Preparing and presenting briefings on assigned programs to prepare senior DoD leaders for program meetings and acquisition decisions.Coordinating on major program acquisition documentation, to include: Acquisition Strategies; Acquisition Program Baselines; Analysis of Alternative (AoA) guidance, study plans and reports; 2366a and 2366b certifications; Acquisition Decision Memorandums; Program Protection Plans; and Selected Acquisition Reports.Performing special studies to support DoD initiatives. These activities may involve research, ad hoc analysis, generating technical reports and preparing presentations for DoD leaders to give at conferences.

Qualifications

Engineering experience with ground based radars or radars integrated on DoD Major Defense Acquisition Programs (MDAPs) (e.g., JSF, EA-18G, F/A-18E/F, F-15, F-16, ships, satellites) which detect and determine the range, altitude, direction, or speed of aircraft (fixed wing, rotary wing, unmanned aerial systems), ships, spacecraft, guided missiles, ground vehicles, and/or weather formations.Experience with Electronic Warfare (EW) systems on aircraft, sea, land, and/or space manned and unmanned platforms, which target radars and communication systems by disrupting the electromagnetic spectrum. Knowledge of:Signals intelligence (ELINT) collected and analyzed from ground stations, ships, aircraft, and/or satellites related to the opponent's defense networks (radars, surface-to-air-missiles, aircraft, ships, etc.) EW activities which exploit the vulnerabilities associated electromagnetic energy such as: electro-optical, infrared and radio frequency countermeasures; EM compatibility and deception; communications jamming, radar jamming, and anti-jamming; electronic masking, probing, reconnaissance, and intelligence; EW reprogramming; emission control; and spectrum management.Expert knowledge of the DoD weapon system acquisition and Systems Engineering processes defined in DoD Instruction 5000.02 and the Defense Acquisition Guidebook. Knowledge was obtained through a combination of formal training and job experiences related to at least one of the following domain areas: Ships and Submarines; Rotary Wing and Unmanned Aircraft System (UAS); Fixed Wing; Land Combat; C2ISR; Business Systems; Missiles and Missile Defense; Space; and Communications.Understanding of the DoD acquisition lifecycle, technical activities and timelines, statutory/regulatory documentation, certifications, and dependencies.Experience in performing system engineering functions such as translating user requirements to specifications, developing schedules, planning for technical reviews, quantifying and mitigating risks/issues, monitoring technical performance measures, and verifying requirements.Experience working in an acquisition program office (ACAT 1D preferred) and/or on a Service or Office of the Secretary of Defense staff overseeing acquisition programs.Excellent interpersonal and communication (oral and writing) skills. Must have experience in using critical thinking to prepare written reports and presentations for senior-level officials. Must have demonstrated expert knowledge of Excel and PowerPoint software applications. Samples of briefings and relevant analysis/report capability will be required.A minimum of a Bachelor of Science degree in an engineering discipline is mandatory. An advanced degree in a technical or quantitative discipline is highly desirable.Minimum of fifteen (15) years of Department of Defense (DoD) experience in acquisition, engineering, operationally relevant, and/or program management areas.Must have a SECRET clearance, and be capable of obtaining a Top Secret clearance.
