DECISIVE ANALYTICS Corporation is seeking a Schedule Analyst. This position will assist in supporting our Office of the Secretary of Defense customer in Alexandria, VA.

Responsible for being the lead subject matter expert for the analysis of MDAP and MAIS program schedules/plans in support of the Deputy Assistant Secretary of Defense, Systems Engineering (DASD(SE)), Director, Major Program Support.

Duties will include:
Lead and provide overall direction to analysis team in the assessment of the quality and realism of DoD MDAP and MAIS program schedules and in recommending improvements from an OSD oversight perspective.Combine policy, procedures, and guidelines with past experience to assess the adequacy of the Acquisition Performance Baselines and the IMS for acquisition programs. Develop/Apply guidance, training materials, and templates for Program and product area SMEs to effectively participate in the analysis of government program office and development contractor schedules, to address evaluations of schedules' health, realism, risk registrars, integration, project plans and scheduling best practices. Ensure these are adequate in conjunction with Statutory and Regulatory direction.Develop/Apply processes and tools to efficiently perform Schedule Risk Assessments, EVM as applied to schedule measures, DCMA 14-pt Health Checks, other IMS health, and Risk-to-Schedule analyses of DoD acquisition programs. Guide others in the use of these tools.Participate and support Program Support Assessments (PSAs) and Design Reviews using scheduling software (MS Project and Primavera) and above tools, guidance, processes, and templates.Assess the trends of schedule analyses performed throughout the year to address systemic findings, risks, and health of programs reviewed, as well as the organization's involvement, and impact on correcting schedule deficiencies/shortfalls.Provide guidance for the collection of schedule related metrics across acquisition programs to enable "should-schedule" estimates/appraisals for new starts and to analytically inform forecasts for schedule durations at intermediate milestones and at completion.Provide schedule-related support to oversight programs and product area domains as needed. Liaison between OSD/AT&L and DCMA to enable better communication, greater insight, and access to contractor schedules, schedule execution. Lead, assign, and conduct Schedule Risk Assessments (SRA) factoring technical risk impacts into the schedule to produce best/worst/most probable critical path schedule forecasts.Analyze schedule variances; relate schedule variances to performance risks and vice versa.Provide monthly reports to key program stakeholders on the IMS health and construction, schedule performance, and projections of schedule outcomes.Communicate all findings to the Deputy Director, Program Domain leads and assigned team management through briefings, written reports, and verbal communications as required.Attend and participate in daily, weekly, and monthly meetings within the program as required.Perform ad hoc analysis and generation of high quality technical reports and presentations for senior DoD leadership to support various public speaking engagements, symposium, conferences, and Congressional/OSD/Service reports.

Qualifications

Familiarity with risk analysis and relationship to schedule estimationTotal of ten (10) years of government or industry equivalent program control experience. Mandatory: Seven (7) years of Scheduling experience. Preference given to relevant MDAP experience staff overseeing acquisition programs.Expert knowledge of Schedule management and analysis software to include Deltek Acumen, MS Project, and/or Oracle Primavera. Experience with Monte Carlo analysis in combination with distributions for activity durations.Demonstrated experience presenting to Senior Management Officials. Preference given to previous support to a senior-level staff (e.g. Flag Officers and senior government civilians) in a Military Service, OSD, or other relevant agency such as NASA, DHS. Samples of briefings and relevant analysis/report capability will be required.Flexible attitude that enables the individual to deal comfortably with changing priorities.Demonstrated experience in problem resolution and customer satisfaction.Understanding of the DoD or equivalent environment acquisition lifecycle, activities, timeline, acquisitions, best practices, policies, dependencies, and interrelationships associated with DoDI 5000.02B.A or B.S from an accredited college or university.Mastery of Microsoft Office products; primarily Excel, PowerPoint, and Project.An active SECRET Clearance, with capability to obtain a TS ClearanceDesired: Experience leading a teamDesired: Previous Pentagon or similar agency staff experienceDesired: Familiarity with DoD data repositories such as DAES, DAMIR, JCIDS, KMDS, AIR, etc.Desired: Creative with strong data visualization skillsDesired: Master's degree in an engineering, analytical, or operations research field.Desired: Understanding of Technology and Manufacturing Readiness "Levels" as applicable to schedules
