This position is contingent upon contract award and it will be with Kokua or a teaming partner.

Job Summary:
Kokua Support Services is currently seeking an advisor on developments of new technologies in decision support and course of action analysis tools, integrated simulations training devices, and C4ISR digital systems for the Joint Pacific Multinational Readiness Capability (JPMRC) program.

Duties include:
1. Conducts research and identifies developments in digital Mission Command.
2. Briefs senior leadership on the use of Mission Command and updates in Mission Command technology.
3. Receives training from external agencies in potentially classified environments.
4. Work consists of analyzing work activities to determine IT requirements to meet customer business requirements, and to provide and advise on IT services for JPMRC automation systems that provide maneuver
training and analysis support to training units.
5. Uses available tools, techniques, and standards to produce detailed systems specifications, prepare test plans, and define acceptance criteria; evaluates alternatives for application development (i.e., contractor vs.
Government performance) and recommends actions based on time, cost, and quality; and participates in systems integration testing, and applies test results to modify specifications and correct problems and faults
as necessary.
6. Exercises judgment and originality to troubleshoot complex design problems during the entire systems development life cycle.
7. Performs studies/ analyses of equipment and communications requirements and database/stores design for alternate approaches.
8. Prepares overall project recommendations from an ADP as well as business functional standpoint, including estimates of funding and schedule requirements.
9. Conducts continuing review of computer technological developments and prepare long range forecasts of the pertinence of developments to JPMRC applications.
10. Assists the JPMRC Signal Officer in maintaining the JPMRC inventory of hardware and software.
11. Develops, maintains, and enforces standard methods and procedures for system acquisition development, distribution, training, installation, testing, maintenance, trouble reporting, and accountability.
12. Using knowledge of systems analysis, current system software and hardware, automation procurement procedures, and higher headquarters procedures, supports the JPMRC automation systems that provide
maneuver training and analysis support to training units.
13. Interfaces between the Operations Group and the Schofield Barracks Service Center, Army Civilians, contractors and the Brigade.
14. Provides technical advice to the Commander, Operations Group, O/C Team Chiefs, ITACSS Training Analysis and Feedback specialists, and other professional staff within the JPMRC, and regularly attends
meetings as the automation SME.

Required Qualifications:
1. Minimum of 5 years of experience in applying IT concepts, principles, methods, and practices; IT security principles and methods; Internet technologies to analyze the potential of systems, networks, and data; new
and emerging information technologies and/or industry trends; acquisition management policies and procedures; analytical methods and practices;
2. Project management principles and methods, sufficient to: plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures; provide advice and guidance on a wide
range and variety of complex IT issues;
3. Able to identify and define business or technical requirements applied to the design, development, implementation, management, and support of systems and networks.
4. Demonstrated skill in applying: principles and methods for integrating information system components; performance tuning tools and techniques; and systems diagnostic tools and fault identification techniques,
sufficient to: install and maintain software and hardware, control current versions and future releases of applications software, and document the physical configuration of an information system; optimize the
functionality of networks and systems; and diagnose and recover failed systems.
