SUMMARY DESCRIPTION:
The Program Manager for Undersea Operations coordinates all search and recovery related activities performed under the SUPSALV Undersea Operations contract. This person monitors the operations, engineering, financial and reporting aspects of the contract. The Program Manager also maintains a clear and concise direct line of communication with SUPSALV and the Phoenix Program Management group. The position is based in Largo, MD and reports to the General Manager.

DUTIES AND RESPONSIBILITIES:
Support and coordinate Undersea Operations contract field operations and personnel assignments. Manage Undersea Operations budget to achieve annual profit and revenue objectives. Establish, maintain and report on the preventative maintenance schedule (PMS) for Government Furnished Equipment (GFE) under the care of Phoenix. Report the Undersea Operations contract budget status to the client, as required. Monitor developments in the industry to recommend system upgrades and/or piece/part replacement planning and execution. Ensure compliance with Phoenix's Safety Programs and Phoenix Quality Management System (QMS), and for compliance with company policies, processes, and procedures. Cultivate and maintain a rewarding, satisfying, challenging and safe Departmental work environment that will attract and retain quality personnel. Review, approve, and generate (if necessary) all cost estimates, and track costs and report status of all Undersea Operations contract Delivery Orders. Ensure compliance with all contract requirements, including but not limited to billing rates, invoice review and approval, substitution of personnel, applicable FAR clauses and subcontractor flow downs, CDRLs, cost tracking and reporting, and the Small Business Subcontracting Plan. Ensure all identified operational positions are filled with qualified, properly trained, and motivated personnel accordance with applicable laws and company policies. Closely coordinate various groups of management, engineering, operations, logistics and support personnel resources to create and sustain an efficient project team. Ensure overall satisfaction of customer with Phoenix's contract performance. Ensure each employee is given an annual review. Develop and implement a training plan for each employee. Develop and implement operational safety standards.
JOB REQUIREMENTS:
Undergraduate degree from an accredited college or university. Minimum six years management and leadership experience with complex underwater search and recovery operations in depths exceeding 8,000 feet of water involving multiple government and commercial organizations. Proficiency in the use of computers and Microsoft Office Suite and MS Project software. Experience with management of personnel and equipment including ROVs and side scan search systems. Demonstrated understanding of project management and control, cost estimating, cost control, operations scheduling, operations forecasting, manpower requirements and utilization, and logistics support. Ability to provide direction and support to achieve mission requirements. Ability to establish and maintain a high level of professionalism and morale within the operations staff. Excellent organization and communication (written and verbal) skills and the ability to meet critical deadlines and manage multiple priorities in a fast-paced environment. Ability to obtain a U.S. Government security clearance. Ability to pass a pre-employment drug alcohol screen and physical, as required.
