Project Management Support Manager

Position Summary:
As Project Management Support Manager you will be responsible for creating and maintaining execution schedules, work integration and certification documents, manning reports and resource loading execution schedules. You will maintain company-wide workload and resource forecast data, and provide supervision and leadership to direct reports.

Contract Requirements: Must be a US citizen with a current DoD Secret security clearance. Essential Functions and Responsibilities: Maintain computer software programs which streamline the conversion of bid packages into notional schedules for bidding purposes. Maintain computer software programs that integrate schedule line items with WAF log, required report log, QA checkpoint log, CFR/RCC logs, and Total Ship Test Plan. Build schedules to submit with all fixed price bids that can be quickly converted into execution schedules after award. Accomplish item level resource loading to submit manning graphs for fixed price bids if required in the solicitation. Identify improper work break down structure or missing requirements during bid package review. Evaluate impact of NAVSEA Standard Item changes that effect schedule, integration and certification reporting requirements and provide impact awareness to Project Managers and Estimators. Evaluate impact of NAVSEA Standard Item changes that can impact availability execution and provide impact awareness information to Project Managers. Create and maintain execution schedules to include resource loading. Assist Project team with creating Network Diagrams to depict work flow on major repairs and Ship Alterations to fully integrate work from multiple trades, subs, and outside entities working the same item or in the same location. Facilitate major schedule impact/review meetings as required to ensure work forecasting is correct and that Scheduling and Project team is working effectively. Facilitate scheduling training sessions to help Project Team develop an overall plan for success. Lead the Work Integration and Certification Team to identify when Milestones/Key Events are in jeopardy and raise concerns to the proper level of management. Provide updated weekly progress to accounting for billing on fixed price availabilities. Create, maintain and distribute projected manning reports. Maintain and distribute company-wide workload and resource forecasts. Serve as a Point of Contact for NAVSEA Standard Specification for Ship Repair and Alteration Committee (SSRAC). Serve as a Lead Scheduler or Work Integration and Certification Lead during work surge periods. Accomplish internal departmental surveillance audits of Project Support Management deliverable products. Ensure timely WAF support for multiple congruent availabilities. Establish timely and accurate Administrative Support NMD processing to include required report submittals. Support in-house processes and procedures development, including managing file structure and template development for current and future work. Provide supervision and leadership to the Schedulers and Schedulers In-Training. Provide supervision and leadership to the Work Integration and Certification Specialists. Provide supervision and leadership to the WAF Coordination Group. Provide supervision and leadership to the Administrative Support Group. Produce overdue and outstanding required report list. May serve as backup Project Administrator to load progress into Great Plains. Create and maintain availability weekly report BLOG for Project Managers. Facilitate weekly company-wide resource meeting. Perform other duties as assigned by supervisor. Required Education, Skills, and Experience: High School Diploma or Equivalent. Five years of progressive experience in the ship repair industries. Supervisory experience preferred but not required. Excellent verbal, written and interpersonal communication skills. Reliable and able to work independently. Strong computer skills (all Microsoft Office Products). Physical Demands and Expectations: Office and shipboard environment; duties of this job require the mobility to visit jobsites when required. Requires occasional climbing and lifting up to 25 lbs. Must also be able to sit for long periods of time to perform detailed review of program essential information. Occasional exposure to noise levels requiring hearing protection. Must have motor coordination skills, ability to perform basic arithmetic accurately and quickly, the ability to express ideas using the spoken word and perception of speech.
