Job Summary : L3 ForceX is seeking a Facility Security Officer (FSO)/Facilities Manager(FM). The FSO/FM interprets, implements, and maintains a highly-effective security program consistent with all regulatory, government policies and provides supplemental guidance to the business and its leaders. They are responsible for all aspects of the National Industrial Security Program (NISP), both physical and non-tangible, protecting classified information and company assets. The FSO/FM sees the overall security program as a business discriminator to the organization and the Corporation. They objectively and professionally conduct investigations regarding sensitive issues and violations of written policies internal and external to the organization. The FSO/FM will issue disciplinary guidance based on the graduated scale of disciplinary action as required by the National Industrial Security Program Operating Manual (NISPOM). The FSO/FM will be responsible for overseeing the maintenance and upkeep of the overall building and associated equipment. They will also schedule vendors for periodic maintenance and inspections of facility equipment.


Qualifications:
Required Skills, Experience and Education:
Use an analytical and risk-management based approach for the implementation of the security program.
Provide briefings through public speaking, facilitated trainings, and written guidance.
Process and protect personally identifiable information (PII) and other sensitive, personal information with regards to reporting responsibilities in a professional manner
Effectively apply physical and procedural security measures with minimal impact to business operations
Prepare, maintain and protect official records auditable by U.S. Government representatives
Experience with access control and badging systems preferred
Experience working with external vendors
Ability to enforce Government and company security policies and procedures
Bachelor's Degree
Minimum 4 years experience in a related field preferred. A combination of professional experience as an FSO with a medium-to-large size company and a proven history of managing a highly successful NISP program will be considered
Demonstrated leadership, communication, and interpersonal skills required as well as strong analytical ability leading to exemplary execution
Completion of all Defense Security Service FSO training requirements - Industrial Security Professional (ISP) certification is a plus.
Active Top Secret/SSBI clearance required

Essential Duties and Responsibilities :
Mastery of the National Industrial Security Program Operating Manual (NISPOM).
Experience with the implementation of the ODAA, JFAN and/or DNI/DCIDs policies is highly desirable
Current experience working with government information systems of record and a general understanding of personnel security investigation requirements is required
JPAS/SWFT/SIMS/Visual Compliance databases to initiate personnel clearance investigations, send/receive unclassified/classified visit requests, and maintain employee information
Possess a high degree of organizational and communications skills, both written and verbal
Must be able to work independently and irregular hours, as required
Must partner with functional organizations and possess the ability to solve complex challenges independently in compliance with written and verbal guidance from both internal and external Customers as appropriate meeting business objectives
Ability to objectively and professionally conduct investigations regarding sensitive issues and violations of written policies; issue disciplinary guidance as needed

Develop educational programs and preside over training sessions for all employees with regard to security
Provide continuing education and training programs such as briefings and newsletters.
Manage foreign travel safety and reporting program
Maintain, audit and evaluate industrial security program to provide a safe and secure environment to protect employees and company assets
Oversee automated access control and intrusion detection systems.
Manage access of support vendors, consultants, and contactors to the facility
Team with and formalize security program with other organizations, especially Export Control, Facilities, and Information Technology
Interact with functional business groups, senior management, and government representatives
Represent the business unit when interacting with senior L-3 Corporate executives, site management, and government representatives on security and asset protection issues
Use team-concept approach as part of NISP review in response to information requests
Liaison with local and federal law enforcement, federal investigators, and emergency response personnel
Interpret and administer existing policies and develop, document, implement, and communicate revisions to existing policies or new policies, processes, and procedures
Coordinates the construction, installation or rearrangement of equipment and building facilities and/or equipment
Coordinate and receive bids from vendors for repairs, maintenance, inspections and facility upgrades
Performs monthly and frequent inspections on facility equipment and maintains associated documentation. Ensure that compliance with regulatory and corporate requirements for inspections and maintenance are met
Establishes milestones and monitors adherence to facility master plans, budgets and schedules
Will perform additional administrative and maintenance tasks as required

Work Environment and Physical Demands :
Work performed in an office environment with people in close proximity
Duties may require working outside of normal working hours (evenings and weekends)
Ability to sit at a desk, look at a monitor and type for extended periods of time
May be required to lift/move up to 20 lbs
Travel up to 10% of the time
