Job Title: Operations Research Systems Analyst - ORSA (Contingency Hire)

As an ORSA, the candidate will be responsible to formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, and other managerial functions. He/she may collect and analyze data and develop decision support software, service, or products. He/she may develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation.

The candidate will compile data from existing sources/systems (including PROBE and Data Warehouse) and provide data analytics to provide recommendations for the client up to and including SES/GO level. Candidate will provide subject matter advice on Planning, Programming, Budget and Execution issues; Strategic Planning; Policy Analysis; and Continuous Process Improvement. Specific or specialized duties may include Simulations, Modelling Experience, Force Management.

Qualifications/Requirements:
- Must hold active Secret Clearance
- Must have thorough knowledge of databases, statistics, data analysis and fiscal accounting/management regulations
- Must have extensive knowledge of demonstrated performance in DoD’s Joint Capability Integration and Development System (JCIDS).
- Must have managerial experience, experience working within defense organizations in the Pentagon (Joint Chiefs of Staff, OSD), experience applying Operations Research techniques, and experience in project management / change management.
- Should have demonstrated SME-level experience with PPBE, data analysis, and briefings/presentations at Senior leader (GO/SES level), simulations, systems thinking, and combat modeling.
-Bachelor's degree is required; Master’s degree is preferred.
