Job Description:

General Information: The Acquisition Program Managershall accomplish acquisition program management tasks as required to supportday-to-day operations.The acquisition program manager shall becapable of independently performing the most complicated and technicaladministrative tasks described below. Travelwithout restrictions is required to support all mission requirements includingparticipation in program meetings at both Government and contractor locations.

Acquisition Planning: The Acquisition Program Managershall apply understanding in the application of acquisition managementinitiatives such as buying commercial items (i.e. acquisition ofNon-developmental Items (NDI), Commercial off-the-shelf (COTS) items,Commercial Practices (such as Performance Based Business Environment), EarnValue Management System (EVMS), Evolutionary Acquisition and Agile Acquisitionof the Integrated Defense Acquisition, Technology and Logistics Life CycleManagement System and Acquisition Streamlining. The Acquisition Program Managershall assist in planning, organizing, and managing critical aspects of thedevelopment, production, and/or deployment of systems, subsystems, andequipment. The Acquisition Program Manager shall apply understanding of DoDacquisition processes and analytical methods and techniques to gather, analyze,and evaluate information required by program/project managers and customers.The Acquisition Program Manager shall have an understanding of current AirForce acquisition regulations, guidelines and processes in order to applyprogram management expertise to integrate communicate, coordinate organize and plantechnical and acquisition efforts across a broad spectrum of functionaldisciplines (i.e. technology development and integrating engineering, programcontrol, foreign disclosure, test and deployment, configuration management,production and manufacturing, quality assurance, and logistics support) toeffectively assist in the implementation of program mission. The AcquisitionProgram Manager shall also support the acquisition program management fulllifecycle requirements of systems, subsystems, and equipment throughout thecase life cycles.

Document Preparation: The Acquisition Program Managershall arrange and support various program actions such as meeting attendance;meeting minutes; milestone planning, tracking, and scheduling; briefingpreparation; staff coordination; risk management plan and strategy developmentand integration; and decision documentation preparation. The AcquisitionProgram Manager shall develop and prepare briefings in the required format forapproval by the Government Program Manager to provide program status. TheAcquisition Program Manager shall assist with development of documentation andfunding requirements leading to program implementation. The Acquisition ProgramManager shall assist in identifying and resolving any program managementissues. The Acquisition Program Manager shall assist in the review ofdocumentation for programmatic considerations and issues and shall assist inrecommending solutions or improvements. The Acquisition Program Manager shallassist the Program office with development and review of Should Cost/Will CostEstimates and programming of funds for POM submission into the FYDP. TheAcquisition Program Manager shall assist in preparing plans and documentationrequired to participate in the Material Development Decision (MDD), pre/postAcquisition Strategy Panels (ASPs), and the Milestone A, B and C decisionprocesses (DoDI 5000.2). The Acquisition Program Manager shall be required tosign Non-Disclosure Agreements (NDAs) prior to assisting in the development ofpre and post-award documentation supporting source selection activitiesincluding requests for proposal (RFPs), Statements of Objectives (SOOs),Performance Work Statements (PWSs), and Statements of Work (SOWs). Under asigned NDA, the Acquisition Program Manager may also review proposals of primeContractors and their subcontractors, and present recommendations to theGovernment for use in technical evaluations. However, the Acquisition ProgramManager personnel shall not serve as a voting member on the source selectionboard.

Management Operations: The Acquisition Program Managershall interface and coordinate with lateral Wright Patterson organizations,i.e. headquarters, major commands, aircraft wings/squadrons, test agencies andAir Force Centers or other external agencies as required in order to accomplishassigned tasks.



WORKING CONDITIONS
Perform occasional travel to contractor andcustomer sites, as required.
Work isperformed indoors with some potential risks to safety and health hazardsrelated to electronics.


QUALIFICATIONS:


Education/Certifications/Experience/Skills:

A SeniorLabor category has over 10 years of experience and aBachelor's Degree.


Must obtain and maintain agovernment security clearance at the required level.
Must be proficient in the use of Microsoft Office Applications (Outlook,Word, Excel) and other standard (Customer specified) applications.
Must be able to transport self to variousfacility sites, as required. If usingown motor vehicle, must possess a valid driver's license and proof ofinsurance.


Physical Skills and Abilities:


May require lifting up to 25 pounds.
Requires visual acuity to use a keyboard andmonitor.
