Job Description:

Thisposition supports the Fighters & Bombers Directorate (AFLCMC/WW) at HillAir Force Base (HAFB), Utah as a Program Manager, Senior. Appliesknowledge and experience in acquisition program management philosophy, policiesand procedures to Air Force systems, subsystems, and equipment procurementactivities, post award project/program management tasks, and acquisitionprograms throughout their life cycles. Manages and organizes resources andpersonnel needed to efficiently and effectively meet the objectives of eachtask, as well as explore new approaches as applicable within the performance ofthese tasks.Appliesa full range of acquisition program management philosophy, policies/procedures,to perform a wide range of acquisition management activities in support of theexisting and future AFLCMC/WW aircraft programs and platforms. Understandscurrent Department of Defense (DoD) and Air Force acquisition regulations,guidelines and processes. Supports the acquisition program management of fulllife cycle requirements, subsystems and equipment. Assists with the development of documents,such as, but not limited to, Memorandum of Agreements/Memorandum of Understandings(MOA/MOU), Statements of Objectives (SOO), Performance Work Statements (PWS),Statements of Work (SOW), Requests for Proposal (RFP), Mission Needs Statements(MNS), Operational Requirements Documents (ORD), Initial Capabilities Documents(ICD), Capability Development Documents (CDD)/Capability Production Documents(CPD), and Analysis of Alternatives (AOA). Supports the review of proposals asassigned by the customer. Assists inthe coordination of documentation between functional resources (to include:financial, management, procurement, engineering, and logistics) and assist withthe consolidation of their inputs into common documents; assisting in planningfor the accomplishment of various program milestones. Provides assistance in risk management,project management, process improvement support, and logistics support. Participates in process improvementactivities as members of, or advisors to, Integrated Product Teams (IPTs) andProduct/Process Improvement Working Groups (PIWGs). Assists in the collection of programmaticinputs from acquisition programs throughout their life cycles to include:research, develop, produce, test, acquire, field, sustain and modernizeexisting and advanced war-winning capabilities, on-time, on-cost, of the Fightersand Bombers (F/B) portfolio for the US and coalition partners. Performs, as required, a non-voting, advisoryrole for program source selections on all acquisition relatedrequirements. Assists in determiningprogram progress; effectively communicate recommendations orally and in writingto higher organizational management. Appliesprogram knowledge for developing and coordinating responses to taskers inresponse to internal and external program inquiries. Applies knowledge ofdevelopment and test activities required to support war fighter UrgentOperational Needs (UON) and Joint Urgent Operational Needs (JUON). Supports UONexecution teams by special knowledge to recommend accelerated test concepts,minimum levels of integration required to satisfy operational need, andtrade-offs among risk, schedule, performance, and cost.Assistsin producing or reviewing products for program office use that include businesscase analyses, trade-off studies, estimates for program office acquisition andlogistics requirements, written requirements documents for plannedacquisitions, and acquisition strategies and plans. (CDRL A006)Supportsthe program office during Materiel Solution Analysis, Technology Maturation& Risk Reduction, Engineering & Manufacturing Development, Productionand Deployment, and Operations and Support phases, to include all milestoneactivities. When requested, supports theprogram office in the specific areas as follows:Performsmateriel solution analyses leading up to design reviews. Produces or supports development of draftdocumentation and presentation materials as requested or necessitated byprogrammatic limits based on cost, schedule and performance. Providessupport for strategic scheduling and planning documentation such as the IntegratedMaster Plan (IMP) and the Integrated Master Schedule (IMS) and develop andcoordinate a reporting framework for event-based activities during the workefforts. Develops, analyzes, andmaintains a master integrated program schedule from concept exploration tofielding a system; employ networking software tools and capabilities to supportlower tier schedule networking, network statusing, generation of networkgraphics, assignment of realistic durations and relationships to networkelements; evaluate Contractor proposed schedules against government schedules;assess government program office schedules against schedule databases; conductprobabilistic and deterministic risk assessments on both Contractor andgovernment schedules by performing a Schedule Risk Assessment (SRA) using MonteCarlo simulation based software; utilize various types of scheduling software;integrate Contractor and government schedule data with the Fighters &Bomber's Directorate schedule databases.Assistswith the development of Program Management strategies to include recommending,initiating, reviewing, developing, and implementing activities to accomplishBusiness Case Analysis (BCA), Cost of Ownership analysis (COO), aging aircraftanalysis, process documentation, PWSs, Statements of Work (SOWs), Data ItemsDescriptions (DIDs), test plans, acquisition plans, Life Cycle Management Plans(LCMPs), Engine Life Management Plans (ELMP), Quality Assurance SurveillancePlans (QASPs), Acquisition Strategy Panels (ASPs), Integrated Master Plans(IMP), Integrated Master Schedules (IMS), Aircraft Information Programs (AIP),and Aircraft Information Management Plans (AIMP).Supportsthe development of contract strategies, work breakdown structures and thecompletion of a program risk assessment to document issues impinging onmilestone execution. Provides support todevelop market survey requirements, the development of lifecycle sustainmentplan and lifecycle cost estimates. Supportsthe development of executive briefings, and schedule and coordination throughappropriate Air Force and government stakeholders. Updates the briefings and document meetingminutes. Performsanalyses to support program strategy decisions and courses of action. Provides a program assessment for integrationof documentation to ensure consistency with program strategy and consistencyacross all milestone documentation. Providesinputs, draft, coordinate (with the appropriate Fighters & BomberDirectorate divisions and other government agencies), adjudicate comments, andproduce final versions of coordinated milestone documents and assessments. Develops and collects technical data andinputs for staff summary packages to support coordination and signature of allassociated documents for milestone approval.Supportsthe development, review, and approval process for requirements documentdevelopment and the Joint Capabilities Integration and Development System(JCIDS) process and staffing.Assistsin translating user requirements documents such as the Capability DevelopmentDocument (CDD)/Capability Production Document (CPD) and Concept of Operations(CONOPS) into Request for Proposal (RFP) documentation for the Fighters &Bomber Directorate. Supportskey acquisition events and reviews as needed, such as: System RequirementsReviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR),Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), FunctionalConfiguration Audits (FCA), Physical Configuration Audits (PCA), ProductionReadiness Reviews (PRR), and others as applicable.Assistswith the application of Program Management initiatives to include purchasingcommercial items such as Non-Developmental Items (NDI), CommercialOff-The-Shelf (COTS), and Federal Aviation Administration (FAA) certifieditems. The Contractor shall assist withcommercial practices such as Performance Based Business Environment (PBBE),Evolutionary Acquisition (EA), Agile Acquisition (AA), Joint CapabilitiesIntegration and Development System (JCIDS), Concepts of Operation (CONOPS),partnering, architectural views, and Capabilities Review and Risk Assessment(CRRA).Assistswith the Automated Business Services System (ABSS), the System ManagementAnalysis Reporting Tool (SMART), and Integrated Budget Documentation andExecution System (IDECS). The Contractor shall assist with producing documentsutilizing the Integrated Budget Documentation and Execution System (IDECS). SupportsCommander/Director Action Group processes including but not limited to: MonthlyAcquisition Report (MAR), Defense Acquisition Executive Summary (DAES),Selected Acquisition Reports (SAR) and the Senior Officer Communication andCoordination Electronic Resource (SOCCER).Providestechnical support, plan for, coordinate, and participate in integrated programreviews and conferences, including, but not limited to, the following:executive, readiness, technical, budget, design, weapon system, requirementworking groups, supportability, and management reviews. Assists in the review and analysis of primeand sub-contractor earned value management systems. Support includes the management of the actionitem process following each review. Supports program briefings and reports bygathering information, preparing charts, presenting briefings, and providingother support as needed.Supportsthe process and complete Modification Proposal AF Form 1067 activities. Effort includes logging, assigning reviewresponsibilities, tracking completions, providing responses to the usingcommand, and archiving results. Providesprogrammatic support for the using commands' Requirements and Planning Councils(R&PC) or similar requirements review processes. Supportsvarious program actions to include implementation of policies, processes, andtools for Capability Planning and Development. Assists Capabilities Managers inarranging and supporting High Powered Teams (HPTs) for capabilitiesdevelopment. Develops and implements Capability Based Planning processes forAFMC. Supports AFMC's Capabilities Integration Panel Resources to includefinancial and manpower resources. Reviews capability requirements and optionsets (architecture-based) to ensure the necessary interoperability andappropriate linkages to other capabilities. Communicateswith multiple platforms, programs, and phases as well as across multipleenterprises while assisting in integration of intelligence information andinfrastructure to ensure cross-enterprise capabilities planning and systemacquisition. Assistsin establishing a capability architect function to ensure integratedarchitectures are developed and used as a standard vehicle for cross-enterprisecomparison, analysis and integration. Identifies and advocates to variouslevels of management Air Force Operational Support (OS) capabilityrequirements. Supports OS transformation via capability-based planning,modernization initiatives and process engineering. Supports early and pervasiveintegration of intelligence in force modernization efforts, from conceptdevelopment through sustainment.Promotesthe use of Modeling Simulation & Analysis (MS&A) throughout theacquisition lifecycle process and foster the development and maintenance ofcommon use MS&A tools useful to the Divisions/Groups/Industry. Supportscommand leadership and policy for modeling, simulation, and analysis to enablecapability-based planning and acquisition.Accesses modeling databases and perform specific analysis.Assistsin planning, organizing, and managing critical aspects of the development,production, and/or deployment of capabilities (including System of Systems andFamilies of Systems), systems, subsystems, and equipment.Supportsthe Directorate/Division Self-Inspection Program (SIP). Duties include, but are not limited to,preparing for the SIP inspection, distributing checklist information to thechecklist POCs, developing and maintaining a checklist tracking and reportingsystem, monitoring checklist completion status, and recommend correctiveactions.Providesassistance with preparing, maintaining, updating, and reviewing the full rangeof test and test-related documentation to include the Test and EvaluationMaster Plan (TEMP), Integrated System Test Plan, Integrated Test Team (ITT)Charter, Program Introduction Document, Statement of Capabilities and all othertest plans and reports as required. Review documentation for adequacy,specification/performance requirement compliance, conformity with mandatoryguidance, and provide recommendations to the Government as necessary forimprovement.Recommends,assesses, and analyzes requirements and objectives, test and evaluationconcepts, strategies, and plans. Coordinates the acceptance test procedures forthe delivered items and associated plans to include, coordination of testingrequirements with program office customers, contractors, and other agenciesthat have standardization requirements for test programs.Establishesand maintains effective professional working relationships with co-workers, andcustomers.Followspolicies and procedures as described in corporate manuals and directives.Attendswork each day during scheduled work hours unless on approved travel or timeoff.Performsoccasional travel to contractor and customer sites, as required (see WORKINGCONDITIONS below).Worksflexible hours, including occasional overtime.Carry'sout other duties as may be assigned or requested.Submitsmonthly status reports and other information as requestedComplieswith requirements of the contract's Visitor Group Security Agreement(VGSA). PreparesCDRL inputs including the Task Order's Monthly Status Report. Completesrequired Government and PESystems training and certifications.WORKING CONDITIONS
Perform occasional travel to contractor andcustomer sites, as required. Work isperformed indoors with some potential risks to safety and health hazardsrelated to electronics.QUALIFICATIONS:
Education/Certifications/Experience/Skills:
SENIOR:A Senior labor category has a minimum of 10 years of experience and a Master'sdegree or equivalent experience.Must obtain and maintain agovernment security clearance at the required level.Must be proficient in the use of Microsoft Office Applications (Outlook,Word, Excel) and other standard (Customer specified) applications.Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess avalid driver's license and proof of insurance.Physical Skills and Abilities:
May require lifting up to 25 pounds.Requires visualacuity to use a keyboard and monitor.
