Job Description:

Thisposition supports the B-2 Division (AFLCMC/WWZ) Directorate as a Modification ProgramManager, SME.
Appliesa full range of acquisition program management and sustainment philosophies,policies, and procedures, to perform a wide range of acquisition/sustainmentmanagement activities in support of the existing and future programs in the B-2Division. Applies an understanding ofcurrent Department of Defense (DoD) and Air Force acquisition instructions,guidelines, policies, and processes.Supports the acquisition program management of full life cyclerequirements for systems, subsystems, and equipment. Assists with the development ofdocumentation, such as, but not limited to, Memoranda of Agreement (MOAs) andMemoranda of Understanding (MOUs), Statements of Objectives (SOOs), PWSs,Statements of Work (SOWs), Requests for Proposal (RFPs), Urgent OperationalNeed (UON), Initial Capabilities Document (ICD), Capability DevelopmentDocuments (CDD), Capability Production Documents (CPD), Service/Air Force Core Function Master Plan (CFMP), Analysis ofAlternatives, Sustainment Metrics, Technical Reviews, and Life Cycle Cost,Modeling, and Simulation. Supports thereview of proposals as assigned by the customer. Assists in the coordination of documentationbetween functional resources (to include: financial, management, procurement,systems/software engineering, testing, and logistics) and assist with theconsolidation of their inputs into common documents; assisting in planning forthe accomplishment of various program milestones. Provides assistance in risk management,project management, process improvement support, and logistics support. Participates in meetings supporting the B-2Division and its programs, e.g., Technical Interchange Meetings (TIMs), LifeCycle Integration Team (LCIT) activities, Integrated Product Team (IPT)activities, and Product/Process Improvement Working Group activities, InterfaceControl Working Groups (ICWG), Test Plan Working Groups (TPWG), etc. Assists in the collection of programmaticinputs from weapons systems program offices for defining, developing, andmanaging the acquisition and development/upgrades to the various B-2 Divisionaircraft configurations. Performs, asrequired, a non-voting, advisory role for program source selections on allacquisition related requirements.Assists in determining program progress, effectively communicatingrecommendations orally and in writing to higher organizational management. Applies program knowledge for developing andcoordinating responses to taskers in response to internal and external programinquiries
Produce or support development of draftdocumentation and presentation materials as requested or necessitated byprogrammatic limits based on cost, schedule, and performance.
Provide inputs, draft, coordinate (with theappropriate internal and external government agencies), adjudicate comments,and produce final versions of coordinated milestone documents and assessments.
Support B-2 programs by collecting, compiling,analyzing, investigating, researching, and/or applying logistics, maintenance,acquisition, or financial data and information.
Support the B-2 System ProgramOffice (SPO) at all meetings and conferences relating to B-2 Modification FieldTeam support at WAFB. The Contractorshall participate in all meetings pertaining to aircraft installs to include AircraftAvailability Optimization meetings, Integrated Test Team working group,Modernization Reviews, wing scheduling meeting, Integrated FunctionalCapability and Health of the Fleet discussions.
Act as the point of contact between the prime contractor andthe government on all issues pertaining to aircraft modernizationinstalls. The Contractor shall monitorand coordinate logistics for aircraft modernization installs at WAFB with theprime contractor and B-2 SPO production/modification integrated product team,logistics and modification leads to include kit inspections, Time ComplianceTechnical Order (TCTO) verifications, installation progress reports, statusupdates, and cannibalization requests.The Contractor shall schedule and coordinates Depot Field Team repairand other modification actions at WAFB.
Coordinate maintenance actions with thefollowing entities: 509th Bomb Wing(Maintenance Group and/or Operations Group), Air Force Global Strike(A3/A4/A5), B-2 SPO and prime contractor technical service office.
Prepare and coordinaterequests for Depot Assistance (AFTO-107) and Memorandum of Agreements (MOA's)
Understand and track milestone requirements forvarious programs.Establishes and maintains effective professionalworking relationships with co-workers, and customers.

Followspolicies and procedures as described in corporate manuals and directives.
Attendswork each day during scheduled work hours unless on approved travel or timeoff.
Performsoccasional travel to contractor and customer sites, as required (see WORKINGCONDITIONS below).
Worksflexible hours, including occasional overtime.
Carry'sout other duties as may be assigned or requested.
Submitsmonthly status reports and other information as requested
Complieswith requirements of the contract's Visitor Group Security Agreement(VGSA).
PreparesCDRL inputs including the Task Order's Monthly Status Report.
Completesrequired Government and PESystems training and certifications.
WORKING CONDITIONS
Perform occasional travel to contractor andcustomer sites, as required.
Work isperformed indoors with some potential risks to safety and health hazardsrelated to electronics.
QUALIFICATIONS:
Education/Certifications/Experience/Skills:
SUBJECTMATTER EXPERT (SME): ASubject Matter Expert is an individual whose qualifications and/or particularexpertise are exceptional and/or highly unique. Subject Matter Experts do nothave specific experience/education qualifications, but are typically identifiedas recognized Industry leaders for a given area of expertise. Subject MatterExperts typically perform the following kinds of functions: Initiates,supervises, and/or develops requirements from a project's inception toconclusion for complex to extremely complex programs; provides strategicadvice, technical guidance and expertise to program and project staff; providesdetailed analysis, evaluation and recommendations for improvements,optimization development, and/or maintenance efforts for client-specific ormission critical challenges/issues; consults with client to define need orproblem supervises studies and leads surveys to collect and analyze data toprovide advice and recommend solutions.


Must possess a government security clearance at the required level.
Must be proficient in the use of Microsoft Office Applications (Outlook,Word, Excel) and other standard (Customer specified) applications.
Must be able to transport self to variousfacility sites, as required. If usingown motor vehicle, must possess a valid driver's license and proof ofinsurance.
PhysicalSkills and Abilities:
May require lifting up to 25 pounds.
Requires visual acuity to use a keyboard andmonitor.
