Summary

About the Position:
This position is with the U.S. Army Corps of Engineers, Contracting Division, located in St. Paul Minnesota. The St. Paul District of the Corps plans, designs, builds, and operates water resource projects to benefit the people of Minnesota, western Wisconsin, northeastern North Dakota, portions of South Dakota and Iowa, and the nation. We are responsible for supporting inland navigation, helping communities reduce damages caused by flooding, environmental restoration, and emergency response to disasters. The contracting office of the St. Paul District is a small group of individuals that support the entire range of contracting needs of the District. The applicant will be responsible for mostly the supply and service requirements of the District. The person filling this position will be the main contracting officer for these types of requirements. The contracting office is "cradle to grave" in nature for all contracting requirements.

Responsibilities

As a member of the Directorate of Contracting (DoC) you will serve as a Contract Specialist for pre-award and post-award functions, including acquisition planning, price/cost analysis, negotiation, administration, coordinating, and controlling the full range of contracting functions from receipt of the requirement through contract close out. These may include contracts of various types, Firm Fixed Price (FFP) Cost Plus Award Fee (CPAF), Cost Plus Incentive Fee (CPIF), Cost Plus Fixed Fee (CPFF), Fixed Price Incentive (FPI), indefinite delivery/quantity, letter, or requirements, for supplies and services, architect-engineer services, and construction. Procurement methods may include, but are not limited to the following: two step design build; multiple and single award Architect-Engineer (A-E) Indefinite Delivery Indefinite Quantity (IDIQ); multiple and single award Construction IDIQ; negotiated best value fixed price and cost reimbursable contracts; and Sealed Bid. Contracts are awarded in support of a civil works program and other special Corps programs such as improvements to the extensive hurricane protection system of southeast Louisiana or the Upper Mississippi River Navigation and Environmental Sustainment Program. Under the DoC, the contracting workforce and workload is managed regionally and the District Contracting Chief reports to a Regional Contracting Chief (RCC). Contracts are often awarded for use Division wide. Additionally, as part of the DoC this position may be required to perform work for other Mississippi Valley Division Districts or Districts located in another Corps Division. This position may also be required to deploy in support of missions assigned to the Corps by the FEMA in response to natural or manmade disasters.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must complete all required training for Level II certification in Acquisition Career Field CONTRACTING within 24 months of entrance on duty. In order to qualify, you must meet the BASIC EDUCATION (or meet one of the exemptions) and SPECIALIZED EXPERIENCE requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Experience requirement for Contract Specialist: One year of specialized experience which includes performing the following contracting duties: Independently performing work that involves pre-award and post-award functions, including acquisition planning, negotiation, administration, coordinating and controlling the full range of contracting functions from receipt of the requirement through contract close out. Experience serving as a contract specialist for pre- and/or post-award functions for construction, architect/engineer, service, and/or supply contracts. Experience applying contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of a contract. Experience applying knowledge of Federal Acquisition Regulations, contract and fiscal law, and procedures applicable to acquisition and contract administration. Knowledge of contract methods to include simplified acquisitions, sealed bidding, requests for proposals, and commercial items. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
