Joining the Federal Protective Service (FPS) means protecting and delivering integrated law enforcement and protection services to our national critical infrastructure of federal facilities. In this position, you would be responsible for directing major criminal investigation, security activities and operations.

Responsibilities

In this position, as Supervisory Criminal Investigator (Regional Deputy Director) for the Federal Protective Service, you will manage and direct the day to-day operations of the region wide criminal investigative and intelligence, law enforcement and security, protection and contract security programsTypical work assignments include: Manage, develop and oversee the region-wide law enforcement and security program under the direction of the FPS Regional Director. Review comprehensive physical security surveys designed to evaluate and determine staffing and related security requirements for the protection of personnel and property, the preparation of survey reports, resource requirement requests and records, and maintaining region-wide staffing reports. Direct the overall law enforcement service to include reports of criminal and suspicious activity, personnel accidents and other incidents and violations of building regulations occurring in Federal facilities. Oversee and supervise the plans related to criminal investigations to ensure effectiveness of operations and to minimize the risk of injury or death of agents, informants or suspects, especially when violence or other threats to persons are anticipated.

Qualifications

To qualify for the GS-14 position, you must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties: 1) Analyzing and evaluating regional criminal investigative programs, policies, procedures to ensure effectiveness of operations; 2) Providing technical advice and guidance to criminal investigators and staff regarding critical operations related to criminal investigative programs; 3) Reviewing investigation plans; and 4) Directing the work of subordinate staff (i.e. assigning work, developing performance standards, making authoritative decisions regarding personnel actions, etc.).

Time-in-Grade
Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.

Submit a copy of your most recent Notification of Personnel Action (SF-50) that demonstrates your eligibility for consideration, e.g., length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, with-in grade/range increases); your current promotion potential; proof of permanent appointment if applying based on an interchange agreement; etc. Please note: While a General Adjustment and/or Award SF-50 may be your most recent SF-50 it typically DOES NOT show proof of Time in Grade. Thus, you may have to submit more than one SF-50 as proof of Time in Grade.

Additional Conditions of Employment
Medical Examination: Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also successfully pass a medical examination (which includes, but is not limited to vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You must be medically eligible and otherwise capable of safely wearing and using a negative air-purifying respirator (gas mask) or other respiratory protective equipment. This position may be subject to periodic incumbent examinations in the future.

Mandatory Training:Selectee must successfully complete the Federal Law Enforcement Training Center (FLETC) Criminal Investigator Training Program, or its equivalent and any other applicable basic training.

Firearms Requirement: You will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. You must satisfactorily complete (or have previously completed) the firearms component of the Uniform Police Training Program (UPTP) at Glynco, Georgia (or substantially equivalent training as determined by the agency) and the FPS firearms qualification component during Post-UPTP training. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition.

Essential Personnel: This is position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operations events without regard to declarations of liberal leave or government closures due to weather, protests, and actions of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules and regulations.

Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Person convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.

Pre-Employment Drug Testing: This position requires a pre-employment drug test and a negative drug test result prior to appointment into the position must be achieved.

Random Drug Testing: The incumbent of this position is subject to random drug testing.

Law Enforcement: As required by regional circumstances This the position may possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority to provide investigative and law enforcement services to customer, agencies, federal employees and members of the general public located and/or conducting businesses in government-owned or leased properties.

Law Enforcement Availability Pay (LEAP): Incumbent is subject to work unscheduled duty hours and must be available for unscheduled duty based upon the needs of the agency. Therefore, the incumbent is eligible for Law Enforcement Availability Pay (LEAP) of an additional 25% and is subject to the provisions of the LEAP Act of 1994.

Age Requirement: There is a maximum entry age of the day before your 37th birthday (except for veteran's preference eligible) for entry into law enforcement officer positions. Applicants who have previously been employed in a Federal law enforcement officer position covered by 5 U.S.C. 8336 C or 5 U.S.C. 8412(d) are not restricted from applying.
