Duties

Summary

This position is located in the Office of Homeland Security and Emergency Coordination (OHSEC), U.S. Department of Agriculture (USDA) in Washington, DC. The mission of the office is to serve as the focal point within the department for emergency and Continuity of Operations (COOP) planning and response activities and to provide primary emergency response and continuity contact with FEMA and other federal departments and agencies.

**In the event of an emergency, USDA's Office of Homeland Security and Emergency Coordination (OHSEC) to include the incumbent of this position may be subject to 24 hour on-call availability. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

Responsibilities

The primary purpose of the position is to serve as a USDA recognized authority in the development, implementation, and administration of plans for coordinated USDA national response and the Continuity of Operations Plan (COOP), and formulation of policy regarding USDA Continuity of Operations programs.

The major duties of the Emergency Management Specialist include, but are not limited to the following:
Responsible for leading, implementing, and monitoring the development and administration of USDA's Continuity of Operations (COOP) planning program and other emergency preparedness and response activities; Formulating, developing, and revising national and headquarters policy, protocols, procedures, guidance documents, and instructions for implementing and maintaining an effective COOP program; Providing and issuing guidance in the development of COOP and site support plans for all USDA agencies and staff offices and in designing, conducting, and enhancing vulnerability assessments of agency facilities, critical infrastructure, property and assets; and Maintaining liaison with other local, state, and federal agencies regarding support for alternate facilities.

Conditions of Employment
US Citizenship is required. Designated or Random Drug Testing required. A 1-year probationary period is required.
• This position requires up to 20% travel.
• Entrance on duty is contingent upon completion of a pre-employment security investigation. The position requires a Top Secret security clearance and may be subject to reinvestigation every five years thereafter. A favorable adjudication of the clearance at the time of appointment and on reinvestigations is a condition of employment.
• DRUG TESTING: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
• Requires incumbent to obtain/maintain a Top Secret security clearance

Qualifications

Time-In-Grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g.: one year at the GS-13 grade level for consideration for the GS-14 grade level.)

SPECIALIZED EXPERIENCE:

GS-14: Applicants must have one (1) year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as experience which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position and which is in or typically related to the work of the position to be filled. For this position, specialized experience is experience 1) Planning and coordinating Continuity of Operations Programs (COOP); 2) Conducting crises action planning; and 3) Developing programs and policies for extraordinary emergency conditions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by 11:59 PM (Eastern Time) on the closing date of this vacancy announcement.

Entrance on duty is contingent upon completion of a pre-employment security investigation.
