Summary

The Office of Inspector General (OIG) offers you the opportunity to become a part of one of the most challenging and important missions facing the country today. The OIG ensures that all DHS programs and operations are carried out in the most effective, efficient and economical manner by conducting independent audits, inspections and evaluations, and investigations. In our dynamic environment, you will work side with special agents, attorneys, auditors, program analysts and IT experts to deter, identify, and address fraud, abuse, mismanagement, and waste of taxpayer funds invested in homeland security.

This is a CORE position providing aggressive and ongoing effort designed to ensure that disaster relief funds are spent appropriately, while identifying fraud, waste, and abuse as early as possible. The office keeps Congress, the Secretary, the Administrator of the Federal Emergency Management Agency (FEMA), and others fully informed on problems relating to disaster operations and assistance programs, and progress regarding corrective actions.

This position is being announced under OIG's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability.

Responsibilities

The Office of Investigations (INV) investigates allegations of criminal, civil, and administrative misconduct involving DHS employees, contractors, grantees, and programs. These investigations can result in criminal prosecutions, fines, civil monetary penalties, administrative sanctions, and personnel actions. INV conducts investigations involving the misuse of federal disaster funds and the fraud schemes that occur following a natural disaster.

Being a Criminal Investigator makes you a valuable member of the Federal Law Enforcement Officer profession with the Office of Inspector General, Office of Investigations. As a Criminal Investigator, you will be responsible for the planning, and conducting conducting of disaster related investigations that involving illegal and criminal acts such as bribery, fraud, conflict of interest, embezzlement, and misconduct by DHS employees, grantees, and contractors.Typical assignments include: Analyzing initial allegations and recommending the resources required to conduct a thorough investigation. Providing technical assistance to law enforcement personnel by evaluating and discussing investigative problems and by making suggestions. Apprehending and arresting persons violating U.S. laws and conducting searches and seizures incident to arrest Preparing reports and testimony supporting the mission, goals and objectives of the OIG to include testifying as a government witness before Grand Juries, criminal and civil courts and during administrative hearings. Developing and maintaining relationships with law enforcement personnel at the federal, state, and local levels Serving as a team member/team leader on multi-jurisdictional investigations.

Qualifications

You qualify for the GS-13 grade level (starting salary $87,252) if you possess one year of specialized experience equivalent to the GS-12 grade level performing the full range of investigative duties to include meeting all parts of the following: 1) initiating investigations from informant tips, allegations, or leads; 2) developing evidence by conducting interviews, documentary searches, surveillance, etc. and participating on multi-agency task forces; 3) preparing concise, logical reports of investigation and summaries; 4) maintaining liaison with law enforcement agencies at the local, state, and federal level; 5) planning and conducting surveillance, issuing subpoenas, serve as a team member or an assistant for search and arrest warrants; and 6) executing search and arrest warrants pursuant to criminal investigations; and 7) testifying in criminal, civil, or administrative court proceedings.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
