The Assistant Director for Field Operations (East) provides oversight and leadership over several Regional components of Federal Protective Service (FPS) law enforcement and security related services for all federally owned and leased facilities nationwide. FPS provides security at Federal facilities, mobile patrol and law enforcement response to potential crimes and/or threats against Federal property, employees and visitors; and investigates criminal incidents. Other functions include providing nationwide communications and dispatching services, alarm system monitoring capabilities, administering the contract guard program to control access at Federal facilities, conducting building vulnerability and security risk assessments, and responding to local emergency situations at Federal facilities and Federal Emergency Management Agency (FEMA) locations.

Responsibilities

Serves as a primary advisor to the Deputy Director for Federal Protective Service and exercises independent judgment and decision making under the broad administrative direction of the Deputy Director for FPS. The Deputy Director relies on the incumbent's ability, judgment, and knowledge in the attainment of operational and strategic goals. Within the general framework of NPPD and FPS policy, the incumbent operates with a high degree of independence. Serves as the Director's primary representative in the direction and management of FPS employees within the area of assignment and coordinates with federal, state, and local law enforcement officials to ensure the interior security of the nation through the reduction of crimes and potential threats in Federal facilities throughout the nation.

Provides oversight and administration of several FPS Regions and develops, enhances and oversees best practice programs, policies and initiatives to support and establish uniformity of NPPD response to criminal incidents and emergencies on Federal property and police emergency services in natural disasters, civil disturbances and terrorist attacks. Assists in the direction and oversees continuity of operations planning in order to ensure efficient and coordinated specialized response capabilities (canine and weapons of mass destruction teams). Provides leadership and guidance pertaining to incident management and operational planning of large-scale operations to efficiently achieve specified goals and objectives. Evaluates current and proposed programs and operations and recommends action to initiate, modify, or discontinue projects to the FPS Director and Deputy Director as appropriate.

In concert with the Deputy Director, establishes and implements specific investigation and operational action plans to respond to criminal incidents and emergencies occurring on Federal property with full law enforcement authority. Oversees high-ranking law enforcement officers engaged in investigating criminal incidents, disseminating criminal and terrorism related intelligence, and joint terrorism task force operations. Expert knowledge of the laws of evidence, the rules of law enforcement procedures; and of precedent court decisions concerning admissibility of evidence, search and seizure, and related issues are necessary.

Proficiency in the use of firearms Training Requirement: Incumbent must be a graduate of the Federal law Enforcement Training Center's (FLETC) Uniform Police Training Program (UPTP) or Criminal Investigators Training Program, or its equivalent. Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Person convicted of a misdemeanor or felony crimes of domestic violence are not eligible for the position. Motor Vehicle Operation: Incumbent must possess and maintain a valid motor vehicle operator's license. Mobility Agreement: This position may require the incumbent to be reassigned to a different geographic location. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect while assigned to this position. Essential personnel must serve during continuity of operations without regard to leave or government closures due to weather, protests, actions of terrorism or lack of funding. Failure to report may result in disciplinary or adverse action. Retirement Coverage: Prior experience in a primary law enforcement position, or equivalent experience outside the Federal government is a prerequisite (5 CFR 831.902). Technical Qualification(s) - Mandatory

TQ1: Expert knowledge of and ability to manage a complex, large-scale federal law enforcement protective security program related to physical security of facilities infrastructure, and the protection of employees in those facilities, including the investigation of threats to personnel and property.

Executive Core Qualifications - Mandatory

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments and experience. Your resume, ECQ and TQ narrative statements will be evaluated by a rating and ranking panel and highly qualified candidates may undergo an interview and a reference check. The DHS Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your Executive Core Qualifications must be certified by an OPM/QRB before appointment can occur.
