DESCRIPTION OF DUTIES

NATO is developing a Defence Planning Management System (DPMS), Demonstrator. The demonstrator will be used to elicit the detailed User Requirements (UR) and demonstrate the benefits and the feasibility for the development of a tool that will be able to support all five NATO Defence Planning Process (NDPP) steps while being accessible by all stakeholders. Allied Command Transformation (ACT) is developing DPMS as an application of the Capability Development Support System (CDSS) used to support more of ACT’s processes, thus exploiting opportunities for greater interoperability between tools, processes, and users, and savings of the developments efforts required.

ACT is seeking to support the development (including coding) for parts of the DMPS Demonstrator supporting the full spectrum of efforts to identify, clarify and verify user requirements. The full development of the DPMS Demonstrator will not be among the responsibilities of the Web Developer. The DPMS Demonstrator will be a foundational but operational tool, capable to facilitate the development of various NATO Defence Planning products; it will enable the identification of new and refinement of existing relevant requirements, aiming to be evolved in a tool able to support the entire NDPP, cradle to grave.

Period of performance is from contract award June 2018 to 31 December 2018: with an option to extend the contract 1 January – 1 June 2019

The general scope of Work:

As a Web Developer you will develop CDSS / DPMS code and will contribute to technical services as follows:

Develop CDSS / DPMS web applications (client / server) using Java Server Faces (JSF) 2.2 / 2.3 and Java 8 / 9

Develop user interfaces for the CDSS / DPMS web applications using Facelets and Primefaces 6.1 / 6.2

Analytically describe the functioning of the developed code in common language (MS Word document, in English)

Liaise closely with the Project Manager and the Software Architect.


BASIC QUALIFICATION

University degree in Computer Science or Computer Engineering or related discipline.

2 years’ experience in developing client-server web applications.

2 years’ experience programming in Java Server Faces 2.2 and/or 2.3 (fluent programmer).

2 years’ experience in programming with PRIMEFACES 6.1 and/or 6.2 (fluent programmer).

2 years’ experience in programming with Java 8 and/or 9 (deployed on Tomcat).

Demonstrated minimum US SECRET or NATO SECRET clearance with the appropriate national authority for the duration of the contract

Demonstrated working level knowledge of MS Office tools (Outlook, Project, Word, Excel, and PowerPoint, Share Point).

Demonstrate the availability to travel to any NATO entity within the 28 Nations (valid passport with no travel restrictions to NATO nations).

Must be able to travel independently (Approximately 10-20% travel expected).

Knowledge about NATO.
