DESCRIPTION OF DUTIES

Are you a senior logistician with Foreign Military Sales (FMS) experience? Do you have a desire to be involved with the fast-paced world of future cutting-edge intelligence gathering systems and technology? If so, we have a place for you in the Intelligence, Surveillance, and Reconnaissance and Special Operations Forces (ISR/SOF) Directorate, at Wright-Patterson AFB, Ohio.

As an Acquisition Logistician Support – FMS Senior, you’ll have a multitude of responsibilities, including:

Developing and maintaining spares, support equipment, specialized communications equipment, explosives and other assets.

Developing logistics planning documents to include Integrated Logistics Support Plans, Technical Orders (TOs) Site Activation Plans, Technical Manuals, Electronic Technical Manuals, Illustrated Parts Breakdowns and Work Specifications.

Evaluating contractor proposals, assessing supportability, recommending improvements to support plans and deployment plans for systems delivery, worldwide.

Coordinating all logistics elements (e.g., spares, support equipment, training, facilities, technical data, provisioning, etc.) to ensure all Integrated Logistics Support (ILS) elements are identified and tailored to the customer’s needs.

Obtaining logistics resources and participating in site surveys and program reviews.

Performing analysis of sustainment or related Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues and recommending suitable replacements.

Identifying real or potential logistics-related risks, concerns and issues and recommending corrective action options.

Implementing Total Life Cycle Logistics Management (TLCLM) requirements through all program phases.

Supporting development of logistic studies, resource requirements analyses (e.g., manpower, spares, cost, etc.), readiness assessments, cost analyses (i.e., trade studies) and comparative logistics/cost trade-offs.

Performing all processes, procedures and techniques necessary to identify, quantify and assess all Integrated Logistic Support (ILS)/Product Support and sustainment elements.

Developing a product support strategy based on statutes and Department of Defense (DoD)-directed concepts such as evolutionary acquisition with spiral development, Performance-Based Logistics (PBL), Public-Private Partnering and integration of Government-approved product support strategy.

Assisting with reviewing logistics support elements and other logistics-related efforts to monitor customer support and field assessment requirements.

Assisting with Supportability Analysis (SA) tasks for support equipment and training devices and evaluating SA studies and plans.

Assisting with performance of all processes, procedures and techniques to develop a Life Cycle Cost Management (LCCM) and/or Design-to-Cost (DTC) program.

Assisting with providing logisticians the capability to conduct orderly arrangement of all maintenance support, including support equipment, to keep systems and equipment ready to perform assigned missions.

Addressing environmental logistics impacts by ensuring provisions are made for survivability, corrosion control, nondestructive inspection, structural integrity, built-in test and performance monitoring and hazardous materials.

Ensuring provisions are made for integration of Manpower and Personnel (M&P) by performing suitable analyses and identifying, quantifying and assessing ILS/Product Support and sustainment elements.

Integrating Supply Support (SS) principles and supporting analysis to handle secondary items during their life cycle.

Integrating Support Equipment (SE) and technical data management into the weapon system.

Assisting with the preparation of engineering data management plan(s), TO verification plans and TO management plans identifying potential engineering data requirements and data right claims.

Arranging and supporting engineering data/TO guidance conferences and In-Process Reviews (IPRs) and ensuring publication of Government approved TOs and updates.

Reviewing deficiencies and change proposals.

Integrating training and training support by integrating task and skill analyses information to support the definition/development of training system requirements and preparing a development plan(s).

Defining alternative training requirements to include follow-on training.

Assisting with integrating Computer Resources Support to include preparing the Command, Control, Communications, Computers, Intelligence Support Plan.

Integrating facilities requirements to include conducting site surveys, preparing facility requirements plans and supporting base and depot site activation task force meetings.

Assisting with integrating Packaging, Handling, Storage & Transportation (PHS&T) requirements to include identifying support requirements to include identification of hazardous materials, conventional munitions and classified materials.

Developing transportability reports, packaging management plans, transportation data reports, and traffic management plans.

Assisting with tasks providing logisticians the capability to relate logistics design parameters to systems readiness resources requirements and support costs.

Conducting a Logistics Composite Model (LCOM) analyses.

Conducting special studies into warranty-related subjects and addressing warranties and related issues.

BASIC QUALIFICATIONS

Master’s degree and a minimum of ten (10) years relevant experience or, a minimum of 18 years of relevant work experience plus a Bachelor’s degree may be substituted for a Master’s degree.

Minimum of four (4) years of any experience must have been performed on Department of Defense (DoD) programs/projects. Experience and degree requirements must be in a field relevant to the functional area.

Have at least six (6) months hands-on experience managing FMS cases.

Due to the sensitivity of customer related requirements, U.S. Citizenship is REQUIRED.

Applicant selected will be subject to a U.S. Government background investigation and MUST meet eligibility requirements for access to classified information. Current SECRET clearance required
