<P><br>The candidate shall provide planning, research, evaluation, and assessments to support U.S. Central Command (CENTCOM) J3-IO. The candidate will conduct research, analysis and trend studies, and analysis of various CENTCOM open sources and DoD agency metrics and methods. This research and analysis must also include communication systems and programs that are related to and directly impact CENTCOM J3-IO initiatives, such as information technology and analysis of public opinion polls. The candidate will coordinate data collection across CENTCOM directorates and DoD agencies. This work shall include long and near term planning to support implementation and data collection and assist in writing planning documents and interface with all divisions necessary for content and specific research parameters. </P>
<P>Specific tasks will include: Provide ORSA expertise to develop and execute a strategy for deliberately and consistently measuring the effects of CENTCOM J3-IO communication efforts. Review and assess current or traditional military communication methods and strategies to determine effectiveness. Develop, utilize and assess appropriate metrics to establish and support findings and recommendations. Analyze policy, strategy, processes, principles and methodologies to provide rapid responses and solutions. Develop, implement and manage system/application requirements for CENTCOM J3-IO programs. Develop, manage and establish relationships with necessary working groups and appropriate military subject matter experts to best assess and implement effective metric-based tracking of communication efforts. Be capable of providing analytical expertise in understanding the character, nature and trends of media data in this age of information, particularly with the emergence of social or new media. Provide ORSA-based subject matter expertise to the Chief of CENTCOM J3-IO.</P>
<P>The successful candidate must have 10 or more years experience in DoD Research and Analysis. Prefer knowledge of ORSA-related fields or studies, focusing on mass communications or strategic communication disciplines. Prior DoD or U.S. government experience is a plus. Possess or be able to obtain a Top Secret-level security clearance. Possess a bachelor’s degree or higher and ORSA skill sets. Have excellent verbal and written communications skills. Statistical analysis capability of multivariate data using SPSS is essential. Proficiency in all applicable Microsoft Word, Excel, PowerPoint and current information technology tools. </P>
<P>Min. Clearance - Active Secert and able to obtain a Top Secret-level security clearance.</P>
